MOTION AS FOLLOWS:
Motion was made by Craig Anderson, to approve the placement of the 8’ by 12’ storage shed 44’ from the applicants’
north side lot line when facing the applicants’ cabin from the lake. After additional discussion the motion was
withdrawn. After additional consideration and discussion, motion was made by Randall Mann, seconded by Craig
Anderson and unanimously carried, to approve a 3’ variance from the required side lot line setback of 10’ for the
placement of an 8’ by 12’ storage shed 7’ from the south side lot line (between the south lot line and the existing
cottage where the 4’ by 4’ well shed is currently located).

Perry G. Weeks, Zumbrota, MN, requested a variance of 30' from the required top of bluff setback of 30’ and a
variance of 20’ from the required ordinary high water level setback of 75’ for the location of a gazebo in the bluff area
and approximately 55’ from the ordinary high water level. The property is described as Lot 1, Block 1, Nolan Addition,
Otter Tail Lake in Amor Township. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Cecil Femling, seconded by Craig Anderson and carried with John Everts
abstaining, to deny the variance as requested as no adequate hardship had been shown and the granting of the
variance would place the proposed gazebo within the bluff impact zone.
Alice Irene Lutgen - Approved
Alice Irene Lutgen, Dent, MN, requested a variance of approximately 80’ from the required ordinary high water level
setback of 100’ and a variance of approximately 30’ from the required shore impact zone setback of 50’ for the
construction of a 14’ by 18’ addition to an existing cabin approximately 20’ from the ordinary high water level. The
property is described as Lots 1 and 2, Kozelnik’s Beach, Big McDonald Lake in Edna Township. The audience was
polled with no one speaking for or against the request. After consideration, motion was made by Craig Anderson,
seconded by Robert Schwartz and unanimously carried, to approve a variance of approximately 80’ from the required
ordinary high water level setback of 100’ and a variance of approximately 30’ from the required shore impact zone
setback of 50’ for the construction of a 14’ by 18’ addition to an existing stnjcture approximately 20’ from the ordinary
high water level and being no closer than the existing structure. It was noted that the applicant’s structure is in line
with the stmctures on the adjacent properties in this immediate neighborhood.
Merlin John Koskela - Tabled
Merlin John Koskela, Minnetonka, MN, requested a variance of 20’ from the required ordinary high water level
setback of 100’ for the construction of a 26’ by 36’ garage 80’ from the ordinary high water level. The property is
described as Lot 8, Timberlane Beach Rearrangement, Round Lake in Everts Township. The audience was polled
with no one speaking for or against the request. After consideration, motion was made by Randall Mann, seconded
by Cecil Femling and unanimously carried, to table the requested variance until the June 13th, 1996, meeting to allow
the office an opportunity to review the property for a bluff impact zone and to allow the applicant an opportunity to
consider other alternatives.

Thomas and Vicki Nettestad, West Fargo, ND, requested a variance of 54’ from the required side lot line setback of
65’ for the placement of an 8’ by 12’ storage shed (water - oriented accessory structure) 11 ’ from the side lot line. The

polled as there was no one in attendance at the time of this hearing. A letter from Liv Homeland opposing the
granting of the variance request was read for the record. After consideration, motion was made by Craig Anderson, to
approve the placement of the 8’ by 12’ storage shed 44’ from the applicants’ north side lot line when facing the
applicants’ cabin from the lake. After additional discussion the motion was withdrawn. After additional consideration
and discussion, motion was made by Randall Mann, seconded by Craig Anderson and unanimously carried, to
approve a 3’ variance from the required side lot line setback of 10’ for the placement of an 8’ by 12’ storage shed 7’
from the south side lot line (between the south lot line and the existing cottage where the 4’ by 4’ well shed is currently
located).

My mother, Hanna Homeland, is a very concerned adjacent property owner in th|Tabove
referenced matter. The request is for a 54' variance for a storage shed, down from 65' from her
property line to 1T from the line. She feels strongly this request should be denie !.’
I...My mother is 80 years old and has owned her property for 35 years. She has a r^ ^t to quiet
enjoyment of her property. The building of a storage shed this close to her prop^ rty line
encroaches upon her etyoyment of and views on the property. The adjoining prc|ierty owner
already has two sheds on his lot.1;:
My mother has graciously given the adjoining property owner tlie right to use he' beach since
their lake front is rocky, but this owner has consistently encroached on her prope 1y to the point
where my mother had to have the property surveyed, at considerable expense to; ter in regard to
her income. Thereafter, this owner moved her stakes and has continued to encrq ich on her
property to the extent that she has on occasion been reluctant to go to her cabin.
t,.Though my mother strongly feels the need to attend this hearing, the lateness of|he hour makes it
difficult for her to do so. She lives in Minneapolis and is willing to drive the miles to attend
but she finds it difficult to drive at night and would need someone to accompany'her. She also
has a pre-committment for the same time.
We would request an extension of this hearing to June 13, preferably at an carlic^ hour.
