Motion was made by Craig Anderson, seconded by Cecil Femling and unanimously carried, to approve a variance of
approximately 56’ from the required ordinary high water level setback of 100’ and variance of approximately 6’ from
the required shore impact zone setback of 50’ and a variance of approximately 3’ from the required side lot line
setback of 10’ for a 12’ by 20’ addition to an existing cabin approximately 44’ from the ordinary high water level and
approximately 7’ from the side lot line at the closest point of the addition. It was noted that the addition would be no
closer to the ordinary high water level than the existing cabin. It was noted that the extreme angle of the side lot lines
to the lake necessities the need for the side lot line variance. Hardship is a substandard lot of record.

James A. Moir- Denied
James A. Moir, LeMars lA, requested a variance of approximately 5’ from the required side lot
line setback of 10’ for the placement of a 24’ by 30’ garage approximately 5’ from the side lot
line. The property is described as Lots 18 and 19, Sanda’s Beach, East Battle Lake in Girard
Township. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Robert Schwartz, seconded by Cecil Femling and carried
with John Everts abstaining, to deny the variance as requested as no adequate hardship had
been shown and a location for the placement of the proposed garage without the granting of a
variance does exist on the applicant’s property.
William P. Moberg - Approved
William P. Moberg, Verges, MN, requested a variance to subdivide, by metes and bounds
description, a parcel of less than 5 acres from an existing 37 acre parcel. The tract would be
approximately 37,000 square feet. The property is described as part of the Southeast Quarter
of the Southeast Quarter of Section 23 of Lida Township by Lake Lida. The audience was
polled with no one speaking for or against the request. After consideration, motion was made
by Cecil Femling, seconded by Craig Anderson and unanimously carried, to approve a
subdivision, by metes and bounds description, of a parcel having approximately 37,000 square
feet of area from an existing 37 acre parcel with the condition that a registered surveyor’s
drawing must be provided at the time of recording. It was noted that the requirement stating
that the parcel has adequate space for two on-site septic systems would be waived due to the
current system, which presently services this parcel. Hardship is a substandard lot of record.
Joseph Stol - Approved
Joseph Stoi, St. Paul, MN, requested a variance of approximately 130’ from the required
ordinary high water level setback of 200’ and a variance of approximately 30’ from the required
shore impact zone setback of 100’ for the placement of a mobile home approximately 70’ from
the ordinary high water level. The property is described as Lots 4 and 5, Block 3, Pischke and
Taylor Addition, Spitzer Lake in Leaf Mountain Township. The audience was polled with no one
speaking for or against the request. After consideration, motion was made by John Everts,
seconded by Craig Anderson and unanimously carried, to approve a variance of approximately
130’ from the required ordinary high water level setback of 200’ and a variance of approximately
30’ from the required shore impact zone setback of 100’ for the placement of a mobile home
approximately 70’ from the ordinary high water level with the condition that the existing mobile
home must be removed by August 15, 1997, or the granted variances will be voided. Hardship
is substandard lots of record and the unique shape of the applicant’s lots.
Delbert A. Boyle - Approved
Delbert A. Boyle, Pelican Rapids, MN, requested a variance of approximately 56’ from the
required ordinary high water level setback of 100’, a variance of approximately 6’ from the
required shore impact zone setback of 50’ and a variance of approximately 3’ from the required
side lot line setback of 10’ for a 12’ by 20’ addition to an existing cabin approximately 44’ from
the ordinary high water level and approximately 7’ from the side lot line at the closest point of
the addition. The property is described as Lot 4, Block 1, Pike Beach, Tamarack Lake in
Scambler Township. The audience was polled with no one speaking for or against the request.

record. After consideration, motion was made by Craig Anderson, seconded by Cecil Femling

Dana and Jana Loken, Perham, MN, requested a variance of approximately 18’ from the
required top of bluff setback of 30’ for the construction of a dwelling approximately 12’ from the
top of the bluff. The property is described as part of Government Lot 4 and part of the
Southwest Quarter oHhe Southeast Quarter, Section 11 of Edna Township by Paul Lake. The
audience was polled with no one speaking for or against the request. After consideration,
motion was made by Craig Anderson, seconded by John Everts and carried with Cecil Femling
voting no, to approve a variance of approximately 18’ from the required ordinary high water level
setback of 100’ for the construction of a dwelling approximately 82’ from the ordinary high water
level which will be approximately 12’ from the top of the bluff with the condition that necessary
precautions must be taken during construction to stabilize the bluff area and to prevent erosion.
It was noted that the granting of this variance request will place the new dwelling 12’ further
back from the ordinary high water level than the placement of the existing dwelling which was
approved by site permit number 7770. Hardship is a substandard lot of record. The Board
strongly encourages the applicants to use stabilization materials and methods during the
construction period for the protection of the bluff area.
Wayne Peterson - Approved
Wayne Peterson, Henning, MN, requested a variance of approximately 5’ from the required side
lot line setback of 10’ and a variance of 20’ from the required road right-of-way setback of 20’ for
the construction of a 24’ by 36’ dwelling, with an attached 9’ by 16’ covered porch,
approximately 5’ from the side lot line and approximately 0’ from the road right-of-way. The
property is described as Lots 2 and 3, Block 3, Leaf Lake Pleasure Grounds, West Leaf Lake in
Leaf Lake Township. The audience was polled with no one speaking for or against the request.
A letter from the Leaf Lake Town Board indicating no objections to the applicant’s request was
read for the record. After consideration, motion was made by Craig Anderson, seconded by
Robert Schwartz and unanimously carried to approve a variance of approximately 5’ from the
required side lot line setback of 10’ and a variance of 20’ from the required road right-of-way
setback of 20’ for the construction of a 24’ by 36’ dwelling, with an attached 9’ by 16’ covered
porch, approximately 5’ from the side lot line and approximately 0’ from the road right-of-way.
Hardship is very substandard lots of record. It was noted that the septic system has been
updated and that the well is in compliance.
Dean G. Sternhagen - Approved
Dean G. Sternhagen, Barrett, MN, requested a variance of approximately 5’ from the required
ordinary high water level setback of 75’ and a variance of approximately 2’ 6” from the required
side lot line setback of 10' for the enclosure of an existing roof area approximately 70’ from the
