Motion by Windels, seconded Stone, and unanimously carried to deny the following Conditional Use Permit
with conditions as recommended by the Planning Commission.
Donald Boom, Eagle Lake
The Land & Resource Administrator and commissioners discussed Conditional Use Permit #3821 granted
in 1989 to Dale Anderson, Pickerel Lake (56-204) for a business referred to as “I Love My Waterbeds
Company”. Lengthy discussion revolved around whether or not Mr. Anderson should be required to apply
for a new Conditional Use Permit to operate a gun business or does the 1989 retail sales CUP include the
gun business.
Motion by Stone to require Dale Anderson to apply for a CUP for his gun business. The motion failed for
lack of a second.
Motion by Lee, seconded Lindquist, and carried, with Portmann and Stone opposed, to amend the existing
1989 CUP of Dale Anderson, Pickerel Lake to include the gun business as part of a commercial, retail
business with the condition that no guns be discharged on the property.
Final Plats:
Motion by Lee, seconded Lindquist, and unanimously carried to approve the final plat of ‘Silent Shores
North”, East Silent Lake, (Sec. 33, Twp. 136N, R. 41W).
Motion by Lindquist, seconded Lee, and unanimously carried to approve the final plat of 'East Indian
Shores”, Indian Lake, (Sec. 22, Twp. 132N, R. 42W).
Motion by Lee, seconded Windels, and unanimously carried to approve the final plat of ‘Uzzie View
Estates’, Lake Lizzie, (Sec. 28 & 29, Twp. 137, R. 42).
1997 Assessment Contract
Motion by Lee, seconded Lindquist, and unanimously carried to authorize the Chair’s signature to execute
the Joint Assessment Agreement between Otter Tail County and Friberg Township in the amount of
$3,242.25 for assessment services to the township.

A Conditional Use Application to build a road (driveway), approximately
1200' long, from back of lot to the house and level where the house will
sit. the road is to be built behind the hill that faces the lake, all
runoff of water, etc. will run away from the lake. There will be
approximately 2,000 to 2,500 yards of earthmoving. The property is
described as Sublot G of Subdivision of Lot 2, 3 & 4 & SWl/4 of Section 33
of Tordenskjold Township; Stalker Lake (56-437), RO.
Jeffery Knutson, Orin Bolstad, adjacent property owner, and Glen Bolstad,
Township Chairman represented the Application.
A motion by Estes, second by Johnson to approve the Conditional Use
Application as requested.
Voting; All members in favor.
Pelbert Bovle - Approved With Conditions;
A Conditional Use Application to to install a retaining wall with 8x8x16
interlocking concrete blocks, 4 blocks high with a 4" cap, 1st block sand
level. After the wall is installed will fill behind wall over existing
rocks with washed sand to existing yard level. Approximately 220' long.
The following are property owners joining in the request - Ronald Engelking,
Kent Zimmerman, Ron Rheault emd Steve Herrick. The property is described as
Lots 1, 2, 3, 4 fi 5, Block 1 of Pike's Beach, Section 23 of Scambler
Township; Tamarac Lake (56-931), RO.
Delbert Boyle, Ronald Engelkeng and Ron Rheault represented the Application.
A motion by Bergerud, second by Johnson to approve the Conditional Use
Application as submitted with the following conditions; 1) Retaining wall
to be approximately 320' instead of 220' as stated on the Notice Of Hearing
For Conditional Use Permit. 2) Filter fabric to be used behind the
retaining wall. 3) Retaining wall subject to ONR approval. Land & Resource
Management Office to contact the ONR Office.
Voting; All members in favor.
David R. Wicholls - Approved As Presented;
A Conditional Use Application to level the top part of the lot so that it is
level with the road coming in. This will give a level plain for future
building of a garage and make it possible to get equipment - in to build
cabin, drill well and other work on the lot. The cut area will be 130' x
80' with a maueimum 3' cut in the center, tapering to O'. The property is
described as Lots 7 & 8, Minneshata Shores, Section 25 of Dead Lake
Township; Dead Lake (56-383), NE.
David & Stacy Nicholls represented the Application.
A motion by Johnson, second by Lachowitzer to approve the Conditional Use
Application as submitted.
Voting; All members in favor.
