Dear Members of the Ottertail County Board of Adjustment:
Because of our absence from the area my wife and I are
responding to your notice of hearing for Mr. Rick’s
variance request,
able to attend, we are enclosing some Polarid photographs
and will attempt to communicate our sincere concern over
Because neither my wife or I are
what we believe could possibly be a problem now and/or
in the future.The photographs show three lots fairly
clearly and it can easily be seen that currently the
decks are almost identically in line and equal distances
from the water, as are the cottages on their front
elevations, and it would seem that it is a most
logical approach and certainly conforms to the basic
guidelines of the county’s shoreline management.
Me dislike being placed in a position to object to our
neighbor’s plans and their efforts to improve their
living environment from their point of view,
this matter has been discussed previously while the
Rick home was under construction years ago and at that
time we expressed our concerns about the potential
obstruction of view and exceeding the front line for
the cottages at that time, and I must say that our
position has not changed.
However,
Me would like to add at this point however that if
there is 100 per cent agreement of the members of
the Board of Adjustment that this deviation is reasonable
and acceptable then it will be acceptable to the Larsons.
However, I think the reasoning and the logic should be used
to set a precedence for others on the lake requesting variances
of a similar nature.
Me apologize for our absence from the meeting however we
thank you sincerely for the opportunity to express ourselves
in a manner that does not offend our neighbor’s, the Ricks,
yet expresses the concern of all the neighbors.

with the following persons in attendance:

Chairman Walter called the meeting to order at 7:00 p.m., and hearing
no corrections or additions to the minutes of the June 7th meeting,
declared same approved as mailed.
The following variance requests vgere considered:
Gordon Jones and Margaret Housholder, represented by Attorn^ Peter
Hoff, requested permssion to separate a metes and bounds description paro^ in G.L, 2, Section 8, Otter Tcd.1 Township on Otter Tail Lake,
into three parcels, as previously described and split. After con
sideration, motion was made by Victor Petterson, Jr., seconded by
John Everts and manimously carried, bo grant ^proval, no precedence
being set, with other lots an the lake being similar, said lots
having been treated as separate lots since 1902.
I. A. Rick, Pelican Rapids, W, requested permission to screen in and
window a 12’ X 30' patio on Lot 1, Itiussant Heights, Pelican Lake in
Scantier Township. A letter from Dale Larson was read. After con
sideration, motion vas made by Victor Petterson, seconcfed by John
Everts and unanimously carried, to grant approval, hardship being
able to enjoy same rights and privileges as others in the area enjoy.
Wayne S. En^jer, Fargo, ND, requested permission to construct garage
8’ from hi^Tway ri^t-of-w^, on S.L. H, G.L. 6, Section 2, Scantier
Township, on Pelican Lake,
by John Everts, seconded by Victor Petterson and carried with George
Walter voting “no", to appro^e a 24' gaurage 22' deep, 10' from road
rl«^t-of-way, hardship being a substandauol lot of record, ad lowing
this gentleman to have the same ri^ts and privileges as others in
the area enjoy.
Frederic M. Washenberger, Saint Paul, MN, requested permission to
place a 31' x 22' cabin 8' 6" from property line, on Tract, called
Lot 3, in G.L. 4, Section 9, Lida Township on Lake Lida. After
consideration, motion was made by Victor Petterson, seoonded by John
Everts and unanimously carried, to deny, no adequate hardship shown,
with a public access in the area for launching boats.
Eugere & Dorothy Carter, Wadena, M4, represented ly Craig"Folkestad,
requested permission to split out a 100' x 250' parcel from the
NJsSEH of Section 12, Compton Township, without platting. Albert
Bretz appeared and spoke. After consideration, motion was made by
John Everts, seconded by Daniel Odiler and unanimously carried, to (teny, no ad^uate hardship shown, to allow would set a preoedenoe.
Lyle Johnson, Fargo, ND, requests permission to oonstruct an 8' x 10'
storage building on part of Lots 6 S 7, Haugen's Knollwood, Dunn
Township on Pelican Lake, closer to late than the reqiiuired 20'.
After consideration, motion was made by Victor Petterson, seconded
by Daniel Oehler and carried, with John Everts and George Walter

Dear Ms. Bergerud:
Thank you for sending me the Notice of Hearing for Variance,
regarding Mr. I.A. Rick's request.
My response to the notice is: I feel strongly, as do many
others, that any residence that is permitted on a lot that is
substandard by today's requirements, is not in the best
interest of all other residents. Not only does this create
unusually crowded conditions for the immediate community, but
it adds to the various forms of "pollution" that we all are
concerned about - potentially lake pollution, noise, traffic,
air and the general over population of space.
I understand that the "Grandfather Clause" type of permission
is presently available, but wish that the law could be more
stringent and not permit such conditions to exist.
Perhaps it's time to reconsider the "Grandfather Clause" and
at least modernize it to the point where the previous 50 foot
lot was a minimum consideration for exception to today's
requirements.
Thank you for distributing the enclosed copies of my letter to
the members of the board.
