Please consider this application for erosion control and stormwater runoff prevention with the
installation of natural stone outcropping elevations (avg. 3' Ht.) along with subdrain components and
mass planting plant beds. The project also proposes to install a step stone pathway with natural
plantings up the hillside to the top, a 4’ wide dock access sidewalk, a full size basketball court with
surrounding architectural concrete and stone veneer walls on the easterly side of the residence, new
cart path access with parking along the house and entry drive bedrock appearance outcropping with
pondless waterfall feature and dry stream bed with mass plantings on hillside. The project proposes to
install a new mound system drain field off the southwest corner of the basketball court. The project
includes excavation of 880 CY for the court (max. fill height of 6.5'), plant bed and turf re-establishment
topsoil.

Please find attached the final grading and drainage plan illustrating the proposed flow of
storm water runoff. I’ve included an 8-1/2” x 11” google aerial drawing also showing the
complete watershed with the entire wetland and outlet as requested by yourself for the
file. Please let me know when you have received an email from Julie Aadland, the DNR
area hydrologist whom I reviewed the plan with last week, Thursday for which she
approved the proposed plan and said she would follow it up with an email to your office
with a copy to me.

Mr. Lloyd, Landscape Architect, met with Shawn Donais, DNR Parks and Trails, and me to get approval for the Ohnstad Residence
Supplemental Grading and Drainage Plan, Project Number MLA/1463.16 dated 12/21/16. The plan results in storm water being
delivered to the wetland on the public access. The DNR found the plan to be acceptable as drawn.

A Conditional Use Permit Application (as stated by the Applicant on the Application): Obtain a
Conditional Use Permit to operate an auto/boat detailing business out of an existing
insulated 30' x 60’ storage building. This will be an owner/operator business with no
employees, minimal traffic (1-2 vehicles per day / 5 days a week), no outdoor operations or
parking and minimal signage placed on outside of the building (no lighting on signXposter
style). Hours of operation will be 8-5, mon-fri). There is an existing well and septic, however,
Brogard Plumbing will be installing a certified holding tank to accommodate waste water
from a floor drain. The permit is on file. The proposal is located on Tr 365’ on N end & 25T
on S end in Rear of Lots 1 & 8 (2.24 Ac.), Section 26 of Girard Township; East Battle Lake

A Conditional Use Permit Application (as stated by the Applicant on the Application): We would like
to have a path cut into the side of a bluff on our property. The bluff is very steep, and
approximately 25 feet from the top to the toe of the bluff. The proposed cut would be roughly
four feet wide and about 66 feet long at least. All dirt would be moved to the bottom of the
cut trail for support, approximately 12 square yards. The moved dirt will be seeded with
grass seed for erosion control and top of the path be covered with gravel at V/z - 2”. Total
gravel would be one square yard. The depth will be 4 feet and the width of the cut vrill be 4
feet also. The proposal is located on Lot 1 BIk 1 of LkJa West First Addition, Section 20 of
Lida Township; Lida Lake, 56-747 (GD).
William MacFarlane represented the Application.
Dick Gilbert spoke in favor of the proposal.
Motion: A motion by Rosenthal, second by Wass to deny the request due the fact that this
proposal is located in a bluff and there are alternative options to access the lake. Voting:
All Members in favor.
Chad & Paula Ohnstad - Approved With Conditions:

entry drive bedrock appearance outcropping with pondless waterfall feature and dry stream

drain field off the southwest comer of the basketball court. The project includes excavation
of 880 CY for the court (max. fill height of 6.5’), plant bed and turf re-establishment topsoil.

Dear Mr. Kalar:
As we discussed by phone, because of a prior obligation, it is possible I may not be able to attend the Otter Tail County Planning
Commission Meeting this evening. It is for that reason I am sending this letter. I recently was able to receive the master
landscape site plan, as designed by Michael Lloyd, in regard to the Chad and Paula Ohnstad residence on Pelican Lake. Upon
reviewing the plan, it appears that some of the site modifications,especially near the north side of the Ohnstad property line,
could have a destabilizing effect on the associated bluff. This bluff is directly adjacent to my property and could have a potential
deleterious effect thereof. I contacted Michael Lloyd yesterday on 4/11/17 in regard to my concerns. When I asked him if an
engineer had been involved in site evaluation, he stated that this type of expertise had not been obtained in regard to the site
itself or the site plan. I am of the belief that an engineer should be involved before going ahead with the modifications as
indicated on the site plan because of potential destabilization of the bluff. As noted above, if possible I will be at the meeting this
evening. If I am unable to attend, please present my above concerns in my absence. Please also indicate to me if you receive this

recessed for a short break. The Board meeting was reconvened at 11:03 a.m.
Planning Commission Recommendations
Preliminary Plat - “Lamplight View"/Terrv & Kathy Davis and Lon & Susan Hanson:
Bill Kalar, Land & Resource Director, reported that the Preliminary Plat titled Lamplight View was
recommended for approval with a condition by the Planning Commission. Neighbor Pam Scheer
submitted a letter opposing approval of the Preliminary Plat and spoke about negative environmental
impact on the wetland. Mr. Kalar showed the Board a map of the proposed plat and surrounding lots.
Discussion took place regarding the boardwalk, which is the least impactful way to access the lake. The

Conditional Use Permit (CUP} - William MacFarlane:
William MacFarlane represented the application, provided a map of the lot and requested approval of the
CUP request for a topographical alteration in the bluff area. Discussion followed. Motion by Lindquist,
second by Froemming and unanimously carried to deny a CUP for a topographical alteration for the
reasons as stated in the April 12,2017, Planning Commission minutes.

Motion by Rogness, second by Froemming and unanimously carried to approve a CUP for erosion control
and stormwater runoff prevention with the installation of natural stone outcropping elevations with

Dear Chris:
Please consider this letter a request for an extension for our existing Conditional Use
Permit (CUP #6816) for the Chad and Paula Ohnstad residence located at 51127 Co Hwy
#31. We are just getting started with installing the pool and will not have time to
complete it this year. We have ensured that the site will be completely protected with
temporary erosion control as we go into winter. Since we have been delayed on the
design of the pool I have included the previous extension from Bill Kalar which was
granted on Nov. 16, 2017 thru Oct. 1, 2018. I am requesting the extension till Oct. 1,
2019 and to be able to work on the pool excavating and drilling the helicals in this year
until freeze up as the pool is 160’ away from the nearest point on the shoreline. Mr.
Ohnstad would like to shelter and heat the structure for continuing work thru the winter
and completion in the spring of 2019 with just landscaping to finish. Please let me know
if you have any questions.
