Meeting of the Otter Tail County Planning Commission was held on
November 4, 1998 at 7:00 P.M, in the Commissioner's Room,
Courthouse, Fergus Falls, Minnesota.
Roll Call:
Linda Bergerud (7:05), Rod Boyer, Les Estes,Members Present:
Frank Lachowitzer, Joe Maske, Bert Olson, Robert Schwartz, Richard
Sha,David Trites and Leona Zimmerman.

A motion by Lachowitzer, second by Lachowitzer, second by Olson to
approve as presented. Voting: All members voted in favor.
Susan Mercil - Tied Vote/Denied (Refer to Pages 5 & 6/Approved):
A Conditional Use Permit Application to bring in fill for an
approach (Lot 9), fill-in low areas so water drains toward the
back of the property and not toward the neighbors (Lot 9) and
replace rotten retaining wall and add new one (Lot 8) .
note that this is an After-The-Fact Application.) The property is

riprap as an alternative.

the revised drawing received at this meeting.

Discussion: Mr. Kaldahl discussed, with the Commission, the fact
that he would like to update their resort. It was asked of the
Commission if they would consider an Application including a plan
that would take place over a 3 - 5 year span. The Commission
indicated that it would be a good idea to include the time frame
in the request.

Application as presented, reasons being: 1. Riprap is a better
alternative. 2. Placement of lumber next to the water often
creates a hazard.

Contract Approval - Consulting Services
Motion by Portmann, second by Lindquist, and unanimously carried to authorize the Chair’s
signature to execute an agreement between the County of Otter Tail and The Barlow Group of
Fort Collins, Colorado to assist Otter Tail County by providing a technical and economic evaluation
of the Quadrant Resource Recovery Facility. The cost of the service is $27,650 with $10,000
being paid from a potential grant from the OEA and the remainder from the Solid Waste Joint
Powers Contingency Fund.
