Moorhead, MN 56560 i i- RE: Proposed Shoreline Alteration, Pelican Lake (56-786) Dear Mr. Mercil: On May 19, 1999, I presented your proposal to the Otter Tail County Planning Commission (PC). During this presentation, it was apparent that the PC was interested in the concept, however they would like to see (photographs) a finished project before taking action. Therefore, I was directed to contact you regarding the possibility of you (or your contractor) providing phptographs of a finished project for their review. My attempts to contact you by telephone were unsuccessful since you have a “blocked” number which for some reason does not allow our telephones to get around (*82 does not work). Therefore, please consider this letter as a request of photographs of a finished project (your contractor indicated he did several of these in Becker County) for review by the PC.; If you have any questions regarding this matter,-please contact our Office. I am also enclosing a copy of a portion of the USGS quadrangle map that shows the overall drainage pattern for this area. As shown on these maps, the overall drainage pattern on Lot 8 is from north to south on the western 2/3 of the lot, and from west to east on the eastern 1/3. The guest house on Lot 7, just to the south of your new cabin on Lot 8, is situated in a low spot. Implementing the following recommendations will minimize the runoff from Lot 8 that flows towards this low spot. 1)Direct the roof drainage from the new cabin on Lot 8 towards the back (roadside) of Lot 8. 2) Construct a low retaining wall near the south line of Lot 8, place fill and construct a drainage swale to direct any remaining runoff from between the new cabin and Lot 7, so that it flows along the lot line all the way to the back of Lot 8. These recommendations will minimize any drainage impacts to Lot 7, but since the guest house is situated so low, it may still incur some flooding. This was likely also a possibility before the construction of the new cabin on Lot 8. The construction of the new cabin and the implementation of the above recommendations will actually divert some of the surface runoff that comes down the hill from the north, around and away from the low spot as compared to pre-construction conditions.
