Daniel Kasowski - Approved the variance application as requested. (8:10 p.m.)
After consideration and discussion, Steve Schierer made a motion, seconded by Thomas Lee and unanimously carried, to
approve a variance of 73’ from the required ordinary high water level setback of 200’ for the construction of a 28’ by 30’ detached
garage being 127’ from the ordinary high water level of Duck Lake. The applicant noted that the existing 8’ by 16’ shed will be'
removed once the new structure has been completed. The applicant's practical difficulty is the terrain and the underground creek.
It was also noted that there is a county road between the applicant’s property and Duck Lake.

Robert and Crystal Asche - Approved the application as requested with a condition. (8:02 p.m.)
Robert and Crystal Asche, Lot 15 of Reserve Lot E of Haggstrom’s Subdivision of Reserve Lots E and F of
Haggstrom's Beach and Lot 20 of Haggstrom Beach Third Addition, Pickerel Lake in Maine Township, requested the
following: Requesting to add a 12’ by 22.5’ screen porch to existing lake home. The proposed addition will be 45'
from the ordinary high water level. Asking for a 55’ variance, as the required setback is 100’ from the ordinary high
water level. This new addition meets the requirements of the string-line test, as it will be 12’ behind the string-line.
Precedence has been established, as a variance was approved on lot next door to the West, with a setback of only
29.5’ from the ordinary high water level. Current home has about 650 square feet of living space, and is simply too
small when our family joins us at the lake. The audience was polled with no one speaking for or against the variance
as requested. A letter In support of the variance as requested from Erwin and Marilyn Wahlgren, Brad and Kim Pauly,
Lowell and Doris Wilcox and Joe and Lori Formaneck was read for the record. After consideration and discussion,
Steve Schierer made a motion, seconded by Paul Larson and carried with Michael Harris voting no, to approve the
variance as described in the variance application dated June 13, 2011 and as depicted on the drawing submitted with
the variance application with the condition that no more than 25% of the eligible lot area can be covered with
impervious surfaces. It was noted that the variance as approved will provide the applicants with the ability to enjoy
the same rights and privileges as others in this immediate area. It should also be noted that the variance as approved
does not directly or indirectly grant any other variances for the proposed development.

high water level setback of 200’ for the construction of a 28’ by 30’ detached garage being 127' from the ordinary high

Jonathan & Michelle Freeland - Approved the application as requested with a condition. (8:15 p.m.)
Jonathan and Michelle Freeland, part of Government Lot 8, Section 4 of Friberg Township by Tonseth Lake,
requested the following: Below are the reasons we are requesting a 100’ structure setback and a 75' to 100’ septic
sewer setback from the ordinary high water line on Tonseth Lake. Lake reclassification. We purchased and platted
this lot in 2003. Until 2 years ago, this lot had an ideal location for building our dream home 100’ from the ordinary
high water level. Now Tonseth Lake has been reclassified from a Recreational Lake with a 100’ structure setback to a
Natural Environment Lake with a 200’ structure setback. We understand that this was done on all lakes in Otter Tail
less than 150 acres; however, Tonseth Lake is listed at 156 Acres on the DNR 1999 web site. Terrain Topography
issues. Setting the house 200’ from the ordinary high water level would eliminate a good home building site. 100’
from the ordinary high water level is the highest point on the lot. The lot slopes down fast from the 100’ to the 200'
from the ordinary high water level. There is a large wetland about 400’ from the ordinary high water level which has
water a good portion of the summer and would be detrimental to building close to it. Septic tank issue: Placing the
septic tank closer to the wetland would also be a drainage issue. The neighborhood has been developed when it was
a 100’ setback. Glenn Freeland represented the applicants at the public hearing. The audience was polled with no
one speaking for or against the variance as requested. After consideration and discussion, Michael Harris made a
motion, seconded Paul Larson and unanimously carried, to approve the variance as described in the variance
application dated June 15, 2011 and as depicted in the drawings submitted with the variance application with the
condition that no part of the area proposed for development is within the bluff impact zone or within the required bluff
setback area. The applicants’ practical difficulties are terrain, topography and wetland features of this property. It
was also noted that the area proposed for development will not obstruct the view from the adjacent properties and any
runoff from the proposed development will go towards the wetland and not the lake.
