As I stated in support of his previous application in 1988,1 have been a summer resident in the cottage next to the Halls’ since 1929. Up until the late 1940’s, when ttie cottage was fully remodeled, the structure involv^ in the current application was a part of tiie house. A solarium extended the full length of the ea^ side and across the full front During the remodeling, the fiont section was removed but the ceiling beams left in place and a patio built undemeatti them. Thus the stmcture presently in question is not strictly new but rather a delayed replacement As I understand it, making the screen porch into a part of the main dwelling amounts to little more than glassing in the windows. The applicant was represented at the hearing by John L. Ounkelman. A letter from Donald R. Keyworth in favor of the variance request was read for the record. The audience was polled with no one speaking for or against the request, After consideration, motion was made by George Walter, seconded by Craig Anderson and unanimously carried, to deny the variance as requested as no adequate hardship had been shown. John L. Gunkelman, Jr. - Approved John L, Gunkelman, Jr,, Fargo, ND. requested a variance of approximately 73' from the required ordinary high water level setback of 100' and a variance of 23' from the required shore Impact zone setback of 50' for the replacement of an existing structure 27' from the ordinary high water level, The property is described as Lot 16 , Washburn Beach and Sub Lots 14 and 15 of Government Lot 3, Section 20 of Dunn Township on Lake Lizzie. After consideration, motion was made by Craig Anderson, seconded by Cecil Femling and unanimously carried, to approve a variance of approximately 73' from the required ordinary high water level setback of 100' and a variance of 23' from the required shore impact zone setback of 50' for the replacement of an existing structure 27' from the ordinary high water level. The granting of this variance will be an improvement over the existing situation, the structure will be further back from the lake and it is the best use of the applicant's property. Kris Davick and Karla Johnstof? - Withdrawn Kris Davick and Karla Johnston, Long Prairie, MN, requested a variance of approximately 4' from the required road right-of-way setback of 20' for the construction of a 24' by 56' garage, which will include a full bathroom, to an existing cluster development 16'from the road right of way. The proposed garage will be attached to the dwelling units. The property 1s described as part of Government Lot 3, Section 28 of Everts Township on Silver Lake. The audience was polled with no one speaking for or against the request. After consideration and discussion the applicant decided to withdraw his variance request. Duane I. Fraki - Withdrawn Duane I, Fraki, New York Mills, MN, requested a variance to construct an 8' by 22' deck to an existing structure 45' from the ordinary high water level. The property Is described as Lots 21 and 22, Block 2, Jackson and Mckee's Addn., Big Pine Lake In Pine Lake Township. The applicant was not present at the hearing. After consideration, motion was made by Bert Olson, seconded by John Everts and unanimously carried, to table the variance request until the October 7th, 1993, meeting. After consideration. motion was made by Craig Anderson. seconded by John Everts and unanimously carried, to table this request until the October 7th. 1993. meeting to allow the applicants an opportunity to consider other building plans and to allow the applicants an opportunity to meet with the Edna Town Board, The applicants presented a letter from the Edna Town Board stating no ob]ection to a 10' variance from the road right of way setback. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Craig Anderson, seconded by Dan Oehler and unanimously carried, to approve a 10' variance from the required road right of way setback of 20' for the construction of a 30' by 42' structure. The front of the house does not exceed the string line test. Hardship being a substandard lot of record. Bruce Mathiason - Approved Bruce Mathiason. Medina, MN. requested a variance to permit a second dwelling on the applicant's property. The property is described as an 1 1,45 acre tract in Government Lot 1, Section 6 of Lida Township on Lake Lizzie. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Cecil Femling to request that the applicant apply for a resort license. After additional discussion the motion died for a lack of a second, After additional consideration, motion was made by Craig Anderson, seconded by John Everts and unanimously carried, to table this variance request until the October 7th, 1993, meeting, to permit the applicant time to consider other alternatives. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Craig Anderson. seconded by Cecil Femling and unanimously carried to approve a variance to permit a second dwelling on the applicant's parcel with the condition that the structures not be used for commercial development. It should be noted that the two dwellings have historical significance and the applicant has approximately 1 1.45 acres. With no further business.
