The meeting was reconvened at 11:03 a.m. Planning Commission Recommendations Conditional Use Permit - Jewett Lake Association: Land & Resource Director, Bill Kalar, reported that this CUP request was for modifications of the terms and conditions of CUP#5753. The Planning Commission recommended denial for the three reasons cited in the April 13, 2011 Planning Commission minutes. Commissioner Johnson reported that a meeting of representatives of all parties involved is scheduled at 7:00 p.m. on Thursday, April 28, 2011 at the Government Services Center in Fergus Falls, MN. Mr. Johnson stated that there are high water issues on both Jewett Lake and Long Lake and the meeting is to discuss solutions to draw down the high water in the area. Otter Tail County Highway Department - Approved As Presented: A Conditional Use Permit Application (as stated by the Applicant on the Application): Project No. S.A.P. 056-609-003, reconstruction of CSAH 9 from 883.79 feet South of TH 34 to 450.00 feet North of South Pelican Drive - 3.179 miles. This 3.179 mile segment of CSAH 9 was surfaced in 1954 which is the last date any major work has been done on this roadway. The date of original grading is 1952. The existing highway is deficient in cross-section, design speed and pavement section structure. The proposed project will be constructed to current MNDot State Aid Standards and will provide a safer and more efficient highway. Preliminary Project Location Map, Typical Section Sheets and Plan & Profile Sheets within Shoreland areas are on file at Land & Resource Management. Detailed project plans will be available at the Otter Tail County Highway Department. Prior to construction, appropriate easements and permits will be obtained. Jane Gilleland - Tabled To May 11, 2011: A Conditional Use Permit Application (as stated by the Applicant on the Application): This is an After The Fact Request - To relieve pressure on existing retaining wall and to reduce the slope into the lake, we are putting a 2^"^ 3 foot retaining wall 18 feet back into our front yard. Per phone conversation with Jane Gilleland the excavated area is approx. 14 feet from the lake. We do not plan on either coming to the hearing or viewing the application because of the distance involved in driving to Fergus Falls. We do not object to the Hair Salon as long as it remains a one person enterprise. The sign on the house is also acceptable but we would object to any advertisement that would be more visible (eg a sign visible from our property or the road). If you do not feel that these two issues are addressed in the application we would appreciate being told as such so that we can make arrangements to attend the hearing.
