I own a sawmill which is located on this property. We saw about 15000 board ft of
basswood a year. We do some sawing of logs for customers. We are applying for a
Condition Use Permit to continue operation of the sawmill. This is a hobby business done mainly during winter and early spring, f be mill operates Monday through Saturday, during
hours 7 A.M. - 10 P.M. We have 11.8 acres and adequate customer parking. On site
customers are rare; most of the material is delivered. This is not a daily operation, we saw
only as time allows.

We live on Tamarac Lake and do not wish to have a sawmill located by the lake. We feel that something
wanting to be open from 7 AM to 10 PM six days a week is a daily operation not a part-time business.
Since the sawmill first started the traffic has increased with semis delivering the wood. With the amount
of wood increasing there it doesn’t seem to be the small operation it was when it first came. Every year it
has seemed to increase a little bit more in wood storage and noise of the sawing. We can hear the noise
of the sawmill droning on and on during the day and late into the evening.
> Our concerns are that what happens if there is a fire? Sawdust is very volatile.
> When it rains where does the sawdust go? The mill is on top of the hill and everything
runs downhill. We are working hard to clean up our lake, let’s keep it that way.
> Rodents like to burrow in piles of sawdust.
> If you let one business in on a conditional use permit it opens the door for many others to
follow and we didn’t move here to live next to a business.
> If he wants to put buildings up what laws then apply to the buildings? How many can be
put up? What sizes will they be and what will they look like?
> Having a business close by depreciates the values of the properties as it then isn’t totally
residential anymore.
> If he is granted a conditional use permit is the business then going to expand because he
has been given permission to continue on?
As a landowner on Tamarac Lake and a m.ember of the Tamarac Lake Association we feel that it would
be in the best interest of the lake and property owriers to not allow this conditional use permit be granted.

Conditional Use Permit - Randy & Teri Varebera:
Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to open a gravel pit for removal of rock and gravel with conditions as recommended by
the Planning Commission. The property is described as NE% NWVi (40 AC), Section 26 of
Dunn Township; Unnamed Lake (56-775).
Otter Trail Riders Snowmobile Club
Otter Tail County Resolution No. 2005 - 33
Commissioner Froemming offered the following and moved its adoption:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the
review and approval of the County Attorney.
THEREFORE, BE IT RESOLVED that Otter Tail County shall continue to sponsor Grant-In-
Aid Trail Systems as they exist for the Otter Trail Riders Snowmobile Club and proposed
extensions of Grant-In-Aid Trails with the aforementioned condition.
Commissioner Mosher seconded the resolution and, upon being put to vote, was
unanimously adopted.

Commissioners recessed for a committee meeting and lunch break. The meeting was
reconvened at 1:00 p.m.
Dane Prairie Township Road Complaint Public Hearing
Assistant County Attorney, Kurt Mortenson, opened a Public Hearing at 1:00 p.m., pursuant
to a complaint of five property owners in Dane Prairie Township regarding the condition of
229*'^ Avenue from State Highway 210 to Birchwood Estates Road. Attorney Mark Brown,
representing Dane Prairie Township, referred to correspondence dated May 20, 2005,

Jeff Stabnow (Project Engineer) represented the Application.
Motion: A motion by Wilson, second by Estes to approve as presented with the following
conditions: 1. Appropriate MPCA Permits are received. 2. Appropriate DNR Permits are
received. 3. An erosion control plan is submitted to and approved by Land & Resource
Management. 4. The topographic survey received at the May 18, 2005 Planning
Commission Meeting must be followed. Voting: All Members in favor.

Cindy Perlenfein expressed concerns regarding a commercial business, noise, fire,
sawdust & market values (submitted a Petition, on file). Lloyd Perlenfein expressed
concerns regarding rodents, run-off, this being a precedent & hours of operation. Skip
Ludwig expressed concerns regarding a business, fire, sawdust & was opposed to issuing
the Permit.
Motion: A motion by Trites, second by Schwartz to approve provided: 1. It operates 8:00
A.M. to 8:00 P.M., 6 days a week. 2. The operation must be contained within an insulated
structure within 1 year. 3. The operation must remain in its present location (500’ from the
lake). Voting: All Members in favor.
Roqer& Judy Harty - Withdrawn:
A Conditional Use Permit Application (as stated by the Applicant): Need to construct safe step
system from top of hillside to lakeside. Old steps and landings are dangerous and should
be removed. Need to move steps eastward to a easier and better location. Construction
of approx. 23 steps w/landings to lake. Design is available for viewing at Land & Resource
Management Office. The property is described as Pt of GL 2 ...(2.50 AC), Section 12 of
Sverdrup Township; East Lost Lake (56-378), RD.
Chairman Olson read a letter from Roger Harty, the Applicant, indicating that they are not
going to do the project and requested to be removed from the May 18, 2005 Agenda.
Randy & Teri Vareberq - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant): The Conditional Use Permit
would permit the removal of rock and gravel for 25 years. At that time the site would be
rehabilitated. Details available for viewing at Land & Resource Management Office. The
property is described as NE1/4 NW1/4 (40 AC), Section 26 of Dunn Township; Unnamed
Lake (56-775), NE.
Randy & Teri Vareberg represented the Application.
Motion: A motion by Estes, second by Maske to approve with the following conditions: 1.
A restoration plan is submitted to and approved by Land & Resource Management. 2.
Appropriate dust & erosion control measures are implemented. 3. Applicant must maintain
a 50’ buffer from the lakeside lotline. 4. A plan to upgrade the existing road is submitted to
and approved by Land & Resource Management. Voting: All Members in favor.
