Being an owner of considerable property on the lake, I am concerned about the general ecology of the lake. The laidscaping and cutting down of the hill in question will in my opinion contribute to erosion, which is already a problem around the lake and filling in the " water holes " will destroy the majority of the duck nesting area on the lake. I have been told that Mr. Murack intends to construct a campground on the site in question. For obvious reasons, I am not in favor of this type of construction on a "Recreational Development" lake. PAUL, MINNESOTA • 55155 June 5, 1973 Mr. Bob Fritz, Chairman Otter Tail County Planning Advisory Commission Court House Fergus Falls, Minnesota 56537 RE: Application for Special Use Permit on Tamarack Lake Dear Mr. Fritz: This office recently received notice of an application for a Special Use Permit by Mr. Ken Murack to landscape approximately 35 acres which abuts Tamarack Lake in Otter Tail County. The Division of Waters, Soils and Minerals would like to express its concern regarding this permit application. As mentioned in the application, the purpose is to " . . . landscape about 35 acres for developing - included . . . cutting down a hill about 900 - 1000 square feet, and also filling 4 low areas which have standing water." First of all, the four (4) low areas may be valuable as water recharge areas, nutrient traps, wildlife habitat, esthetics, etc. Furthermore, the possibility of increased erosion and siltation from excavating and grading such a large area might do irrepairable harm to the lake. Finally, it appears that the ultimate intent of the proposal is to increase the development density around this lake which may possibly overload the carrying capacity of this resource. The Section of Waters of the Division of Waters, Soils and Minerals respectfully requests that the Otter Tail County Planning Advisory Commission consider the possibilities we raise before it makes its decision on this application.
