Planning Commission Recommendations
Preliminary Plat - "Rieders Cove’YLaurel & Juerlienne Riedel:
Motion by Froemming, second by Mosher, and unanimously carried to approve the
Preliminary Plat known as “Riedel’s Cove” consisting of nine (9) single family residential lots
with conditions as recommended by the Planning Commission. The property is described as
EV2 SEV4 ex RR, SWA SEYa & EV2 SWA ex Hwy ex tr, Section 27 and NEY4 NWV4 ex tr & NY2
NE>4 ex RR, Section 34 of Parkers Prairie Township; Non-Shoreland.
Conditional Use Permit - Mark & Cindy Paul:
Motion by Lee, second by Block, and unanimously carried to approve a Conditional Use
Permit to build a driveway and level a pad for a home site as presented. The property is
described as Fr'l SV2 SWA ex tr (62.06 AC) Section 18 & Lot 3 (21.25 AC) Section 19 of
Scambler Township; Harrison Lake (56-934).
Conditional Use Permit- Fnberp Twp/Raymond Duenow/Greq & Mary Jo Marcus:
Motion by Lee, second by Mosher, and unanimously carried to approve a Conditional Use
Permit to move a township road for public safety with conditions as recommended by the
Planning Commission. The property is described as Lot 1, Lot 2 ex flowage & ex tracts &
290*^ Street, Section 31 of Friberg Township; Otter Tail River (56-OTR).
Preliminary Plat - ‘‘Wilmont Estates’YRon & Joanne Wilner:
Land & Resource Director, Bill Kalar, stated that Wilmont Estates is a proposed plat in a non-
shoreland area in Section 31 & 32 of Aurdal Township. The Planning Commission approved
the project with conditions. Jim Holly, resident of Birchwood Estates, expressed concern
regarding the poor conditions of Birchwood Estates Road which would service this plat. He
stated that Aurdal Township refuses to do maintenance on the road because it is located in
Dane Prairie Township and Dane Prairie Township refuses to do maintenance because they
do not receive any taxes to maintain the road. He requested that this Preliminary Plat not be
allowed to move forward unless one of the townships agrees to maintain the road. Mary Velo
expressed the same concerns. County Attorney, David Hauser, stated that often townships
work out a cooperative agreement to provide for maintenance of roads in this situation.
Because the County does not have jurisdiction over township decisions, a motion was offered
by Lee and seconded by Froemming, to approve the Preliminary Plat of “Wilmont Estates”
consisting of 21 lots for single family residential use with conditions as recommended by the
Planning Commission. The property is described as Lot 9 ex tr & ex platted & ex tr (13.12
AC) Section 31 and Lots 2 & 3 except plat & ex trs (12.59 AC) Section 32 of Aurdal
Township; Non-Shoreland. Discussion continued. Chairman Nelson called for a roll call
vote. Motion carried unanimously.
Preliminary Plat & Conditional Use Permit - “Squires Acres’/Clark Squires & John Squires:
Motion by Nelson, second by Mosher, and unanimously carried to approve the Preliminary
Plat known as “Squires Acres” consisting of six (6) single family residential lots and a
Conditional Use Permit to construct a road to service the proposed plat with conditions as
recommended by the Planning Commission. The property is described as NE % NW Ya (39.5
AC) & Gov’t Lot 3 except tracts (.43 AC) Section 13 of Rush Lake Township; Rush Lake (56-
141).
Planning Cornmissiorm ^ May 12, 2004#
Motion: A motion by Trites, second by Estes to table (at the Applicant’s request) to June
16, 2004 (revised drawing(s) to be received by Land & Resource by June 1, 2004) to allow
Applicant time to reconsider the number of lots & their configuration. Reasons/concerns
include: 1. The potential for flooding (must provide assurance of dry, buildable sites). 2.
The potential adverse effects on future buildings. 3. The potential water saturation of septic
systems. 4. The marginal water level elevations. 5. Past flooding in this area. 6. To allow
Applicant time to contact the DNR regarding the adverse effects of run-off into the lake.
Voting: All Members in favor, except Lachowitzer.
“Riedel’s Cove” / Laurel & Juerlienne Riedel - Approved With A Condition:
A Preliminary Plat of “Riedel’s Cove” consisting of 9 Single Family Residential Lots,1 Block.
The property is described as El/2 SE1/4 ex RR, SW1/4 SE1/4 & El/2 SW1/4 ex Hwy ex tr.
Section 27 and NE1/4 NW1/4 ex tr & N1/2 NE1/4 ex RR, Section 34 of Parkers Prairie
Township; Non-Shoreland.
Laurel & Juerlienne Riedel represented the Application.
Eugene Payne (Parkers Prairie Townboard) had questions regarding the proposed road.
Motion: A motion by Trites, second by Lachowitzer to approve as presented, the road
must be constructed prior to submission of the final plat. Note: If there are changes in the
centerline profile to increase the grade, appropriate erosion control measures must be
implemented. Since adequate access to the adjacent property exists, the road right-of-way
does not need to extend to the lotline. Voting: All Members in favor.
Mark & Cindy Paul - Approved As Presented:
A Conditional Use Permit Application stating: To have Egge Construction build a driveway
for the purpose of building a house and level a pad for the house (approx. 50’ x 70’ area).
Build a 16 ft. wide by approx. 1500 ft long driveway with shallow ditches; 3 to 1 slope. We
would like to take an ave. of 9 inches of fill from either side of proposed 16 ft. road bed and
use to elevate road surface approx. 18 inches. All other property lines are 500 ft. plus from
work area. Total cubic yds 3,558. The property is described as Fr’l SI/2 SW1/4 ex tr
(62.06 AC), Section 18 & Lot 3 (21.25 AC), Section 19 of Scambler Township; Harrison
Lake (56-934), NE.
Mark Paul represented the Application.

from either side of proposed 16 ft. road bed and use to elevate road surface approx. 18
