Motion was made by Randall Mann, second by Steve Schierer and carried with Cecil Femling and Paul Larson voting
no, to deny the variance as requested noting the County’s requirement for 24” of original soil and expressing concerns
for the health and safety of the public. There was discussion also concerning the failure of these types of systems that
is presently occurring in areas north of Otter Tail County.

Richard and Judy Dykhoff, Lots 13 and 14, St. Lawrence Beach, Rush Lake in Rush Lake Township,
requested a variance to construct a mound at a location. It’s 10” less than the required 24” of original soil.
Otter Tail County requires 24” of separation from ground level to ordinary high water level as a starting
point for mound construction. The state requirement is only 12” separation as in the state code 7080.
There is an existing mound on Lot 10, St. Lawrence Beach, that’s right next to this one. It was allowed by
Otter Tail County Board of Adjustment and is very close to the same elevation on this lot. Joe Weller,
System Installer, appeared along with the applicants. The audience was polled with no one speaking for or
against the variance as requested. The applicants presented a letter from Andrew Klinnert, Rush Lake
Township Chairman, stating that the township did not object to the requested variance so long as the drain
field does not extend any closer than 10’ from the driving surface and so long as it is understood that the
township will not be responsible for any damage done to the drain field which might result from normal road
maintenance and use. After consideration and discussion, motion was made by Randall Mann, second by
Steve Schierer and carried with Cecil Femling and Paul Larson voting no, to deny the variance as
requested noting the County’s requirement for 24" of original soil and expressing concerns for the health
and safety of the public. There was discussion also concerning the failure of these types of systems that is
presently occurring in areas north of Otter Tail County.
Dale Langseth - Approved Drain Field Variance/Denied Septic Tank Variance. (7:34 p.m.)
Dale Langseth, part of Lot 10 and all of Lots 11 and 12, Jacob's Beach, Prairie Lake in Pelican Township,
requested a variance of 1 ’ from the required septic tank setback of 10’ for the placement of sona tubes 9’
from the septic tank and a variance of 5’ from the required drain field setback of 20’ for the placement of a
garage 15’ from the drain field. The audience was polled with no one speaking for or against the variance
as requested. Wayne Ahmann, Contractor, represented the applicant at the public hearing. After
consideration and discussion, motion was made by Steve Schierer, second by Cecil Femling and_____
unanimously carried, to deny the septic tank variance as requested noting that there is adequate room to
place the septic tank 10’ from the garage and to approve a variance of 5’ from the required drain field
setback of 20’ for the placement of the garage 15’ from the drain field noting that when the site permit was
issued the drain field location was indicated on the drawing and was accepted by the Land and Resource
Department.
Deborah Renee Unruh Golliet - Approved as requested. (7:45 p.m.)
Deborah Renee Unruh Golliet, Lot 7, Block 1, Basswood-Lida, South Lida Lake in Lida Township,
requested the following: This lot was recorded on February 25, 1977 as a buildable lot. Due to a rule
change in the Shoreland Management Ordinance in 1992, this lot became an unbuildable lot. I am
requesting to have this lot declared buildable for residential use. The audience was polled with Greg
Anderson, Ron Hegerle and Cheryl Hegerle expressing concerns regarding the dedicated road. It was
noted that the situation of the road does not directly affect the variance as requested. After consideration
and discussion, motion was made by Steve Schierer, second by Paul Larson and unanimously carried, to
declared Lot 7, Block 1, Basswood-Lida as a buildable lot for residential development. It was noted that
this is consistent with past actions of the Board of Adjustment.
