MINUTES OF THE MEETING
OE HIE
O I I ER PAIL COUN PY BOARD OF ADJUSTMENT
Tluirsday, June 8, 2017
The Otter Tail Cotinty Board of Adjustment met Thursday, June 8, 2017, with the following persons in attendance:
Paul Larson
Dan'en Neuwille
Thomas Lee
Steve Schierer
Brent Frazier
Chris McConn
Denise Gubrud, Land and Resource Management
Kurt Mortenson, Assistant County Attorney
Called to Order - Steve Scliierei', Chair called the meeting of the Board of Adjustiiiciit to order at 6:30 p.in.
Minutes Approved - The Board of Adjustment approved the minutes of the May 11,2017 meeting as mailed
Roger Micliacison - Variance application approved as requested. (6:33 p.m.)
Roger Michaelson, Lot 3 Block 1 Pinke's East Loon Lake Heights, Loon and Sybil Lakes in Dora Township, requested the
following: I am buying 50' of Lot 4 foim Richard and Diane Hanson that borders Lot 3, which 1 own. The 50' parallels the
property line between the two lots. 1 would like to have a line adjustment granted instead of having to re-plat Lots 3 and 4. Lot 4
is 3.5 acres and will be roughly 3 acres afterwards, with plenty of space for building and sewage sites. Upon approval a survey
will be done. The audience was polled with no one speaking for or against the variance as requested. After discussion and
consideration, Darren Nemdlle made a motion, seconded by Paul Larson and unanimously carried, to approve the variance as
requested in the application dated April 26, 2017 and as depicted on the drawing submitted with the application. It was noted by
the applicant that a registered surveyor's drawing will be provided. The variance as approved does not create any additional
building sites, is consistent with past decisions and will provide the applicant with the ability to enjoy the view from his property.
It was also noted that both Lots 3 and 4 are quite large and the proposed subdivision will not negatively impact Lot 4. The
variance as approved does not directly or indirectly grant any other variances for future development.
Jamie and Linda Carmichael -Variance application approved as requested with a condition. (6:37 p.m.)
Jamie and Linda Carmichael, Lot 18 Block 3 Miller Beach, Round Lake in Rush Lake Township, requested the following: We
are proposing to remove existing 22' by 36’ structuie located 77' from ordinary high water level, and replace with a new 66' 6”
by 54' 9” structure. Deck on proposed new structure will align with cuirent building setback of 77' from ordinary high water
level. We are requesting a 23’ variance from the required ordinary high water level setback of 100’. The audience was polled
with no one speaking for or against the variance as requested. After discussion and consideration, Paul Larson made a motion,
seconded by Thomas Lee and unanimously carried, to approve a variance of 23' from the required oidinary high water level
setback of 100' for the placement of a 66' 6” by 54' 9" structure 77' from the ordinary high water level with the condition that no
more than 25% of the total eligible lot area can be covered with impervious surfaces. The variance as approved maintains the
existing building line within this immediate neighborhood. The variance as approved does not directly or indirectly grant any
other variances for current or future development.
Glcn Swantson - Variance application approved as requested. (6:40 p.m.)
Glen Swantson, part of Government Lot 8, Section 17 of Edna Township by Big McDonald Lake, requested the following:
Property is situated between 2 lakes and cannot meet current setback requirements. Garage would be 69’ from Walde Lake and
66’ from Big McDonald Lake. Garage is total of 576 square feet. The audience was polled with no one speaking for or against
the variance as requested. After discussion and consideration, Steve Schierer made a motion, seconded by Darren Newville and
unanimously carried, to approve the placement of a 576 square foot garage 69’ from Walde Lake and 66' from Big McDonald
Lake as stated in the variance application dated May 15, 2017. The hardship/practical difficulty is the location of this property
between two lakes. The granting of the variance as requested will allow the applicant to enjoy the same rights and privileges as
other in this immediate area. It was also noted that the required setback from the road right-of-way has been met. The variances
as approved do not directly or indirectly grant any other variances for current or future development.
