At 11:00 a.m., Chairman Erickson declared the meeting of the Otter Tail County Board of
Commissioners recessed for a Capital Improvement Committee meeting.
Commissioners’ meeting was reconvened at 11:14 a.m.

Conditional Use Permit - Patrick F. & Frances L. Didier
Motion by Rogness, second by Lindquist, and unanimously carried to approve a Conditional Use
Permit for an after-the-fact earthmoving request as presented. The property is described as N 25T of
W 193.28’ of GL1 ex pt to Twp Road, Section 25 of Clitherall Township; Clitherall Lake (56-238), RD
& Crane Lake (56-293), RD.
Conditional Use Permit - Teresa Ann Melvev:
Motion by Huebsch, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to operate a small business as presented. The property is described as WLY 25’ of Lot 3,
Lot 4 & EYz of Lot 5, Mary’s North Shore Beach, Section 26 of Gorman Township: Little Pine Lake
(56-142), GD.
Conditional Use Permit - Dora Township, % Norbert Benke:
Motion by Erickson, second by Rogness, and unanimously carried to approve a Conditional Use
Permit to widen and reconstruct an existing road (2 miles of 410*'^ St.) with a condition as
recommended by the Planning Commission. The property is described as 2 miles of 410"^ St.,
Section 27, 28,33 & 34 of Dora Township: East Silent Lake (56-517), RD.
Conditional Use Permit - Ken & Pori Larson:
Motion by Huebsch, second by Rogness, and unanimously carried to approve a Conditional Use
Permit to operate a commercial business to sell organic foods and meat products onsite as presented.
The property is described as SE% NE14 (40 AC), Section 33 of Rush Lake Township, Unnamed Lake
(56-216), GD.
Conditional Use Permit - Cameron .J & Debora L Wischer:
Motion by Erickson, second by Froemming, and unanimously carried to approve a Conditional Use
Permit for an earthmoving project for a new location for the septic system with a condition as
recommended by the Planning Commission. The property is described as Lot 9 BIk 1 Puppy Point,
Section 34 of Dunn Township, Franklin Lake (56-759), RD.
Conditional Use Permit - Greg & Janette Gustafson:
Motion by Lindquist, second by Rogness, and unanimously carried to approve a Conditional Use
Permit for an earthmoving project for a walkout basement with conditions as recommended by the
Planning Commission. The property is described as Lot 6 BIk 1 Western Exposure, Section 29 of
Scambler Township, Pete Lake (56-941), NE.

DLM LLC & Jon Saetre - Tabled To June 10, 2009:
A Conditional Use Permit Application {as stated by the Applicant): #1. Rebuild old existing road
for farm use on Parcel 20000110064001 (Jon Saetre). The road will be approx. 18’ wide &
approx. 585’ long with max depth of 18”± and min. depth of 0’ (0-18”±). Type of fill material
used on road project will be sand and gravel. Approx. 390± yd of fill. Borrow pit on parcel
#20000120070001 (DLM). #2. Parcel 20000110064005 (DLM) - Construct a low
maintenance road that will start from Little McDonald Dr. E. The road will be approx. 18’
wide and approx. 550’ long with max depth of 1’ (majority of fill in field will be very minimal,
183 cu yds). Construct an approach off Little McDonald Dr E with approx. 50 yds of fill
(183 + 50 = 233±). Amount of fill material from borrow pit will be approx. 1013 yds± (780 +
233 yds of fill) from parcel #20000120070001. The property is described as Pt of GL 2 & 3
& ELY portion along W shores of lakes of SE1/4, Section 11 and Pt of Lot 4, Section 12 of
Edna Township; Moenkedick Lake (56-336), NE & Ceynowa Lake (56-337), GD.
Bill Kalar read a letter from David Moenkedick requesting to be table to the next meeting.
Motion: A motion by Maske, second by Erickson to tabled, to June 10, 2009 as requested
by the Applicant. Voting: All members in favor.
Dora Township %Norbert Benke - Approved With A Condition:
A Conditional Use Permit Application (as stated by the Applicant): Widen existing road top (2
miles of 410"^ St.) to a consistent 32’. All work in right-of-way. Borrow pit is out of the
shoreland area. The property is described as 2 miles of 410^'^ St., Section 27, 28,33 & 34
of Dora Township; East Silent Lake (56-517), RD.
Norb Benke, Daryl Haarstick, and David Antonsen represented the Application.
Jan & Joe Gerald had questions regarding the project (i.e. reasons, raising of the road, &
access).
Motion: A motion by Wilson, second by Schwartz, to approve as presented, provided that
all property owners’ written permission is received for any work outside of the road right-of-
way. Voting: All members in favor, except Boyer, Maske, & Erickson.
