Upon motion made by Bert Hovland, seconded by Andy Lindqmst andesolution
’ish & Wildlife Service unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Cormaissioners of Otter Tail County
Minnesota, that
MIEREAS, in accordance with a Procedural Agreement between the Min
nesota Department of Natural Resources and the U. S. Fish and Wild
life Service, dated May 23, 1962, certification by the County Board
of Comtassioners for acquisition of lands by the U. S. Fish and Wild
life Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service met
with the County Board on July 23, 1986 and informed said Board that a
waterfowl easement had been secured frctn Mr. and Mrs. James E. John
son on the following described property:
NCW, THEREFORE, BE IT RESOLVED, the County Board has considerdd the
aforementioned acquisition by the U. S. Fish and Wildlife Service
and does hereby grant approval thereof.
Dated at Fergus Falls, MN this 23rd day of July, 1986.

for acqioisition of lands by the U. S. Fish and Wildlife Service is re

WHEREAS, representatives of the U. S. Fish and Wildlife Service met

a purchase agrement has been secured from Mr. and Mrs. Lloyd H. Duenow
on the folloving described lands:

NOW, THEREFORE, BE IT RESOLVED, the County Board has considered the
aforementioned acquisition bythe U. S. Fish and Wildlife Service

fMotion was made by Hub Nordgren to table sending out the user fee
statements on solid waste until the joint powers board meets and a
decision is made on the establishment of one or two solid waste dis
tricts in the county. The motion was seconded by Bert Hovland but
failed with Mel 0. Olson, Andy Lindquist and Sydney Nelson voting "no".

A motion by Schwartz, second by Trltes to approve the
conditional use application of Juliana H. Daev. Otter Tail Lake,
No, 56-242, GD, in Section 8 of Otter Tail Township providing
the fill be limited to the level of the green grass by the tree
(average of 6 inches) and that there is rock rip rap, on the
lakeside of the timbers to secure them.

Voting: All members in favor.
A motion by Femling, second by Ryan to approve the conditional
use application of Craig Kouba. Pelican Lake, No. 56-786, GD, in
Section 17 of Dunn Township to 1) place sand blanket 8 inches
deep by 100 feet along the shore b^ 20 feet deep, 2) all fill
must remain above (landward) of the Ordinary High Water Mark,
and 3) the sand fill shall slope landward.
Approved;
Voting; All members in favor.
A motion by Femling, second by Lee to approve the conditional
use application of Stephen Timm. Dead Lake, No, 56-383, NE, in
Section 34 of Star Lake Township as presented provided that no
fill is placed within 8 inches of the top of the ice ridge and
that the ice ridge is not disturbed. John & Cheryl Burley spoke
to the Planning Commission.

Voting; All members in favor.
A motion by Femling, second by Portmann to approve the
conditional use permit of Dean Brasel. Lake Lizzie, No. 56-760,
RD, in Section 9 of Lida Township to approve as presented
providing a 12 foot wide trench remains for drainage.
Approved;
Voting; All members in favor.
A motion by Johansen, second by Olson to approve the conditional
use application of Warren Rud. Swan Lake, No. 56-781, RD, in
Section 30 of Dane Prairie Township providing that the base of
the retaining wall is solid, must use rock rip rap at the base.
Approved;
Voting; All members in favor.
A motion by Lee, second by Lachowitzer to approve the
conditional use application of Ole Lather. Rush Lake, No. 56-
141, GD, in Section 13 of Rush Lake Township as presented. Joe
Fehrenback (Rush Lake Townboard) and Carl Boedigheimer spoke to
the Planning Commission.
