Top Soil Replacement: Our Excavating bid includes having the Contractor spread the topsoil back over the area after the fill has been placed. The topsoil should be spread the same day as the excavating is completed, or possibly the next day. I’ve enclosed a copy of the bid from the contractor we plan to use. 2. Grass Seed Type: I’m planning to use a grass seed mix called Northland grass seed, which has been designed for Northern climates. It contains approximately 27% Kentucky Bluegrass, 25% Cornucopia Perennial Ryegrass, 20% Red Fescue, 15% Clearwater Kentucky Bluegrass, and 10% Annual Ryegrass. If there is another seed mix that you think would be better, please let me know. 3. Seeding Date: My reasoning in stating that the grass would be planted within 7 days was to give myself enough time to pick out all of the sumac roots from the area and prepare it for seeding. Additionally, I want to spread some composted manure on the area before I plant. If the excavation work is done on a Monday for example, I may not be able to get all of the preparation work done until the following weekend. Let me know if you need any more information. Their motion is as follows: A motion by Lachowitzer, second by Estes to approve with the following conditions: 1. There is no earthmoving within 30’ of the top of the bluff. 2. An erosion control plan is provided to the Land & Resource Management Office and approved by them. Reasons for approval being that this is the last lot on this side of Co. Hwy 49 left to be developed and that this is a good use of the land. On June 22, 2004 the County Board of Commissioners passed a motion to approve the request as recommended by the Planning Commission. On June 18, 2004, our Office received your erosion control plan (plan). Bill Kalar has reviewed this and would like some additional information. 1. He would like you to state the time period between removing the topsoil and putting it back 2. He would like you to specify the type of grass seed you propose to use . 3. He questions the reason you intend to wait 7 days after the disturbance to plant the grass seed. Once the erosion control plan is approved, the Conditional Use Permit will be processed. The topsoil includes quack root, which will spread, and we will also seed the entire area with a fast emerging grass seed within 7 days of completion of the project. As this area will be our lawn once our home is built, we want to get the grass growing as soon as we can. If you require any additional information, please let me know. Barb Hanson represented the County Attorney's Office and Bill Kalar represented the Land & Resource Management Office.
