After consideration and discussion, Steve Schierer made a motion, seconded by Michael Conlon and unanimously
carried, to approve the variance as requested in the Application for Variance dated September 15, 2004 and as
depicted in the drawing, which the applicants submitted with the above referenced application. The Board noted that
this request would have been approved had it been submitted before the work was completed. Hardship is a
substandard lot of record.

MINUTES OF THE MEETING
OF THE
OTTER TAIL COUNTY BOARD OF ADJUSTMENT
Thursday, November 4, 2004
The Otter Tail County Board of Adjustment met Thursday, November 4, 2004, with the following persons in
attendance:
Michael C. Conlon

Called to Order - Randall Mann, Chair called the meeting of the Board of Adjustment to order at 6:30 p.m.
Minutes Approved -
The membership of the Board of Adjustment approved the minutes of the October 7, 2004 meeting as mailed.
The Board of Adjustment considered the following applications for variance:
James and Sue Towner - Approved the variance as requested. (6:32 p.m.)
James and Sue Towner, part of Government Lot 3, Section 7 of Rush Lake Township by Marion Lake, requested a
variance to rebuild pump house and move in temporary storage shed. From the applicants’ drawing, it appears
that the rebuild pump house will be 6’ from the side lot line and 30' from the ordinary high water level and that the
pre built 8' by 14’ storage shed will be 38’ from the ordinary high water level. The required side lot line setback is
10’ and the required ordinary high water level setback is 75’. Randall Mann, Chair, polled the audience with Anne
Finke speaking for the variance as requested. After consideration and discussion, Steve Schierer made a motion,
seconded by Michael Conlon and unanimously carried, to approve the variance as requested in the Application for
Variance dated September 15, 2004 and as depicted in the drawing, which the applicants submitted with the
above referenced application. The Board noted that this request would have been approved had it been submitted
before the work was completed. Hardship is a substandard lot of record.
R L (Butch) Furse - Approved the variance as requested. (6:37 p.m.)
R L (Butch) Furse, Lot 13 and part of Lot 14, Sanda’s Beach, East Battle Lake in Girard Township, requested the
following; A building exist there now with a roof on it. I want a new footing under the same building, building back
in the same spot, no closer to the lake or to the side set backs. 10’ by 18’ addition to dwelling/west side 73’ from
the ordinary high water level and east side 68’ from the ordinary high water level. The applicant’s contractor
appeared with the applicant at the public hearing. Randall Mann, Chair, polled the audience with no one speaking
for or against the variance as requested. After consideration and discussion, Paul Larson made a motion,
seconded by Cecil Femling and unanimously carried, to approve the variance as requested in the Application for
Variance dated September 30, 2004 and as depicted in the drawing, which the applicant submitted with the above
referenced application. The Board noted that the proposed development would not restrict the view from the
adjacent properties and would be no closer to the ordinary high water level or the side lot lines than the existing
development. Hardship is a substandard lot of record.
Jerome A and Pauline A McAllister - Approve the variance as requested. (6:40 p.m.)
Jerome A and Pauline A McAllister, Lot 12 Block 2, Carr’s Subdivision, requested a variance to have Lot 12 Block
2, Carr’s Subdivision, a substandard back lot, declared buildable for residential development. Randall Mann, Chair,
polled the audience with James McAllister speaking for the variance as requested. After consideration and
discussion, Steve Schierer made a motion, seconded by Les Estes and unanimously carried, to declare Lot 12
Block 2, Carr’s Subdivision a buildable lot for residential development. The Board noted that this action is
consistent with past actions of the Board of Adjustment in this immediate area.
