Dede Carpenter indicated that the parking should not be a problem and spoke in favor of the request. Voting: All members in favor. Motion: A motion by Estes, second by Bergerud to approve as requested, provided: 1. Eight (8) off-road parking spaces are identified onsite. 2. The sign does not exceed 4’ x 8’ in size or 4' in height. 3. There is no additional lighting placed onsite. Reason for approval being this is a commercial area. Larry & Holly Sonmor - Approved With A Condition: A Conditional Use Permit Application to build 750' of driveway, 2’ high - 12' wide with a 3:1 slope, fill-ln ditch for driveway and put in culvert; east 200’ of driveway will be fill from basement (move 600 yds dirt), first 150' will be a cut to fill rest of driveway. Ross & Katherine Johnson - Approved With Conditions: A Conditional Use Permit Application to remove ice ridge (approx. 20' x 10’ x 2 'A' high) located approx. 50' - 60' from Ordinary High Water Level and level with spoil material. Top dress area of approx. 3650 sq. ft. along beach with washed sand (approx. 68 cubic yards). The property is described as Lot 25 & 26 BIk 1 McDonald Shores, Sec. 20 of Edna Township; Big McDonald Lake (56-386), RD. Larry Sonmor represented the Application. Motion: A motion by Bergerud, second by Schwartz to approve as presented, provided appropriate erosion control measures are taken. Reason for approval being this is the most appropriate location for the driveway. Ross Johnson represented the Application.Voting: All members in favor. Motion: A motion by Estes, second by Lachowitzer to approve as requested, provided a mowable 6” berm is created adjacent to the sand area and that the south end is riprapped to the lotline. John & Mary Sontag -Approved With Conditions: A Conditional Use Permit Application to add to our lot the 510 cu yds of fill needed to cover footings with 48" of earth. Fill would be sloped from house to existing ground as noted on drawing (on file at Land & Resource Management). Neighbor to the west (Kevin Mohn) also plans to make a request at this time to add fill to his lot which will lower the pitch from the west side of our house and create a swail to the north. Tree bank between ioe ridge and fill area will be widen from 5’ walkway to a 35' opening with the removal of tree stumps from the trees lost in the '99 storm. A small amount of fill will be spread out from the stump area to maintain its current level. The property is described as Lot 9 BIk 1 Scalp Lake Acres in Section 7 of Hobart Township; Scalp Lake (56-358), RD. Voting: All members in favor, except Zimmerman. William & Darlene Jostad - Denied: A Conditional Use Permit Application - Currently the slope to the lake allows rapid run-off in the area we use to access the lake, which erodes the area and prevents maintaining ground cover. This causes dirt to be washed into the lake and makes the area slippery. We request permission to remove material to reduce the slope from the current 1’ in 3’ to approx. 1' in 8’; then seed or sod the area. The total length of this area along the lakeshore will not exceed 42.5' (25% of the 170' frontage) and would extend from the shore approx. 30’. This would allow safe access to the lake and maintain the sod to minimize runoff into the lake. We will not disturb the existing large trees, which shade and stabilize the ground on both sides of the area involved. In addition, we would like to put a limited amount of washed sand in the 5 - 10 feet at the shoreline. This would be very similar to other improved lakefronts on Marion, increasing the appeal and limiting the run-off. The property is described as Pt GL 2, Section 6 of Rush Lake Township; Marion Lake (56-243), GD. John & Mary Sontag represented the Application. Motion: A motion by Sha, second by Maske to approve as presented, provided there is no filling on the neighbor’s property and that appropriate erosion control measures (entire project) are taken. Planning Commission May 10, 2000 Page 7 William Jostad - Questions of Commission: William Jostad, Marion Lake (56-243) discussed with the Commission his request which was denied at the meeting. He asked the Commission if there were any other options available for his proposal. Bill Kalar indicated that he could either go to the County Board Meeting on Tuesday (May 16, 2000 at 11:00 A.M.) or bring in a revised plan to the Land & Resource Office and discuss it with either himself or Tim Griep.
