Board ef Commissioners' Minutes !?;.May 14, 2002^^ Page 3 Call to Order Closed to the Public - Performance Evaluation The Otter Tail County Board of Commissioners convened Tuesday, May 14, 2002, at 10:40 a.m. at the Otter Tail County Courthouse with Dennis Mosher, Chair; Malcolm Lee, Vice-Chair; Syd Nelson, Roger Froemming, and Bob Block present. At this time. Chair Mosher declared the meeting of the Otter Tail County Board of Commissioners closed to the public for the purpose of evaluating the performance of GIS Coordinator, Brian Armstrong, pursuant to M.S. §471.705 Subd. 1d(d). A summary of performance conclusions will be provided at the next regular County Board meeting. Open to the Public Approval of Agenda & Minutes At 11:05 a.m.. Chair Mosher declared the meeting of the Otter Tail County Board of Commissioners opened to the public. Motion by Froemming, second by Nelson, and unanimously carried to approve the County Board agenda of May 14, 2002, as mailed. Motion by Block, second by Lee, and unanimously carried to approve the County Board minutes of May 7, 2002, as presented. Approval to Pay Bills Motion by Lee, second by Froemming, and unanimously carried to approve payment of County Board bills per Attachment A of these minutes which include the following lodging payments: Comfort Suites Holiday Inn Express Rivenwood Inn HHW Program Manager JTH Attendant, Robert Greve Corrections Officer, Pat Greiser Corrections Program Coordinator, Janice Aaberg Planning Commission Recommendations Preliminary Plat & Conditional Use Permit: - “Governor’s Point Estates’/Leonard Malberg Jr: Motion by Lee, second by Nelson, and unanimously carried to approve a Preliminary Plat for “Governor’s Point Estates” for single family residential use and a Conditional Use Permit to construct a road per County regulations. GL 2 & 3 (5.03 Ac) in Section 6 of Rush Lake Township; Marion Lake .(56-243). i f Jlj^y8.20QB» w r Pag^J Hobart Township c/oOtter Tail County - Approved As Presented: A Conditional Use Permit Application to replace a deficient bridge No.L0874, located a Black Diamond Rd in Hobart Township over the Otter Tail River in Section 24, T137N, R40W. Bridge to be replaced with 2 lines of 12’ x 10’ pre-cast box culverts. Approximately 1600’ of road grading is associated with the project. Corps of Engineers Permit and DNR Permit have been acquired. The project is located at the Crossing of Black Diamond Rd and the Otter Tail River in Section 24 of Hobart Township; Otter Tail River (56-ORA), AG. Rick West (Otter Tail County Highway Engineer) represented the Application. Motion: A motion by Lachowitzer, second by Maske to approve as presented, since this project will improve public safety. Voting: All Members in favor. “Sunshine Village” / Steven & Sherri Halstensgaard - Tabled to June 12, 2002: A Conditional Use Permit Application stating: We have recently purchased the Sunshine Resort on Big Pine Lake. We are seeking to convert the resort into a private cluster development (association) which would include separate parcels for the six (6) existing cabins, twelve (12) existing RCU Sites and the existing house & garage. We plan to eliminate eight (8) existing RCU Sites. We also propose to relocate the existing fish cleaning structure to a new location and we propose to build a detached garage/storage/hobby building (near the existing house & garage). The laundry building will also be eliminated. Common areas will be controlled by an owner’s association with mandatory membership & assessments for all expenses. The property is described as GL 1 Ex Trs (34.07 ac). Sec 23 Pine Lake Township: Big Pine Lake (56-130), GD. Steve & Sherri Halstensgaard represented the Application. Motion: A motion by Lachowitzer, second by Sha to table (at the Applicant’s request) the request to June 12, 2002 to allow the preparation of a new drawing which includes the following: 1. The 50’lotline buffer zone. 2. The 20’road right-of-way setback for Lot 13. 3. The boat docking area. 4. The swimming area. 5. The 10’ utility easement being located on the lotline of Lot 1 and Lot 2 with 5’ on each lot. Also, the covenants must be reworded to comply with the Shoreland Management Ordinance (may not allow temporary RCU’s at the cluster) and the Applicant must stake the driveway for proposed Lot 1 to allow Land & Resource Management to view its location. Voting: All Members in favor. I would like this to be a certified kitchen to be C used for catering purposes (only to prepare food & bring elsewhere). There would be no lighted ^^ign, no parking area, no extra noise generated from this. Hours of use could be anytime day or evening. I would like to get the basic structure in place for now and add kitchen items as I can afford to do so. There would be a yard light or motion lights outside the building.
