Ihe matter of the ispecial use application of David Trosen for permit
to cut ice ridge and fill low area, tabled frcni the November 13th meeting,was again
brought up for disci:ission.Motion was made by Bert Hovland to uphold the decision
of the Otter Tail County Planning Ccmmission and deny said request. The motion was
seconded Sydney Nelson, but failed with Andy Leitch and Hub Nordgren voting "no".

After consideration, motion was made by Hub Nordgren, seconded by Bert
Hovland and carried, to accept'the proposal of Bob Moore Ford-Lincoln-Mercury-Mazda,
Fergus Falls, MN, in the amount of $10,565.31, with tirade, being the lowest proposal.

Land & Resource Managoi:ient Director Lee presented a report fron Reike
Carroll Mailer Associates, Inc., Hopkins, MN, regarding the Battle Lake Landfill
I^drogeological Stuc^, and motion was made by Bert Hovland, seconded by Hub Nordgren
and carried, to approve Phase I - Assessment and location of any groundwater contami
nation plume, at a cost of $7,100.00.

Geo. Klein and Rich McCarthy of George Klein & Co, Architects, Inc
Deephaven, MN, appeared before the Board and presented, in detail, schematic design
documents together with a 1/16 scale mass model of the prqposed jail addition and
law enforconent center remodeling project. After presentation and consideration,
motion was made by Hi±» Nordgren, seconded by Ancfy Leitch and carried, to approve
the design documents as presented and submit same to the Minnesota Department of
Creections, Bert Hovland absent during discussion and vote.

Nordgren and carried, to table the Trosen request. The motion carried.
