The motion was seconded Sydney Nelson, but failed with Andy Leitch and Hub Nordgren voting "no". Hie matter of the application of Peter A. Koegel conditional use permit to clean out existing natural drainage waterway, tabled from the November 13th meeting Motion was made by Sydney Nelson, seconded by An(^ Leitch and carried, to ijphold the decision of the Otter Tail County Planning Osimission and approve said request. was again brought up for discussion. Land & Resource Management Director Malcolm Lee presented proposals for a 4-v^aeel drive wagon as follows: Bcb Moore Ford- Lincoln-Mercury, Fergus Falls, MN $10,565.31 with trade1985 model Super CMC Truk Sales, Fergus Falls 1985 model 10,703.72 with trade Van Berkom Ford Sales, Inc., Battle Lake, MN 11,720.00 with trade After consideration, motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to accept'the proposal of Bob Moore Ford-Lincoln-Mercury-Mazda, Fergus Falls, MN, in the amount of $10,565.31, with tirade, being the lowest proposal. 1985 model Land & Resource Managoi:ient Director Lee presented a report fron Reike Carroll Mailer Associates, Inc., Hopkins, MN, regarding the Battle Lake Landfill I^drogeological Stuc^, and motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to approve Phase I - Assessment and location of any groundwater contami­ nation plume, at a cost of $7,100.00. Motion was made by Bert Hovland, seconded by Andy Leitch and carried. to approve a two year contract with the Association of Minnesota Counties at $8,000 per year, for the indirect cost allocation plan contracts» Geo. Klein and Rich McCarthy of George Klein & Co, Architects, Inc Deephaven, MN, appeared before the Board and presented, in detail, schematic design documents together with a 1/16 scale mass model of the prqposed jail addition and law enforconent center remodeling project.
