After consideration and discussion, Paul Larson made a motion, second by Ward Uggerud and unanimously carried to
approve a variance of 31 ’ from the required ordinary high water level setback of 75’ for the proposed development as
described in the variance application dated April 9, 2015 and as depicted on the drawing submitted with the variance
application. It was noted that the sheds will be removed and that the proposed development is maintenance/repair. The
development is like use to other development in the immediate area. The variance as approved does not directly on »

Erosion control to be put in place, hydro seed all disturbed areas. Existing deck is 580 square feet.
Proposed new deck would add 140 square feet to a total of 720 square feet. Pat Morstad, with Precision
Landscaping appeared with the applicant at the public hearing. The audience was polled with no one
speaking for or against the variance as requested. An email from Allen Barkve in support of the variance as
requested was read for the record. After consideration and discussion, Steve Schierer made a motion,
second by Ward Uggerud and unanimously carried to approve the variance as requested in the application
dated January 26, 2015 and as depicted on the drawing and pictures submitted with the application with the
condition that no more than 25% of the total eligible lot area can be covered with impervious surfaces. It
was noted that the Land and Resource Department had no issues with the request. The variance as approved
does not directly or indirectly grant any other variances for the proposed development.
Hanzon Properties Otter Tail - Variance application approved as requested. (7:58 p.m.)
Hanzon Properties Otter Tail, Lots 3 and 4 Otter Tail River Park and part of Government Lot 5, Section 4 of
Everts Township by Otter Tail Lake, requested the following; Proposed 4’ by 12’ addition to set 9’ from
right-of-way. 50’ from ordinary high water mark and to be constructed on an existing impervious surface.
No change to impervious surface. Curt Krabbenhoft, Contractor, represented the applicant at the public
hearing. The audience was polled with no one speaking for or against the variance as requested. After
consideration and discussion, Rick Wilson made a motion second by Jodi Sazama and unanimously carried,
to approve a variance of 11 ’ from the required road right-of-way setback of 20’ and a variance of 25’ from
the required ordinary high water level setback of 75’ for the construction of a 4’ by 12’ addition 9’ from the
road right-of-way and 50’ from the ordinary high water level. It was noted that this is a commercial
property that needs this additional space to accommodate inside operational and safety concerns. The
addition will allow for the relocation of equipment into a mechanical room. The variances as approved do
not directly or indirectly grant any other variances for the proposed development.
Ricky and Shirley Umberger - Variance application approved as modified. (8:00 p.m.)
Ricky and Shirley Umberger, Lot 3 Block 1 Hoffman Lake Acres, Hoffinan Lake in Dora Township,
requested the following: Request for lot to be declared buildable for residential purposes. Also request
variance to the 200’ structure setback requirements, setback for proposed shed is 140’. The audience was
polled with no one speaking for or against the variance as requested. After consideration and discussion,
Paul Larson made a motion, second by Jodi Sazama and unanimously carried to declared Lot 3 Block 1
Hoffman Lake Acres a buildable lot for residential purposes and to approve the placement of a 14’ by 20’
shed no closer to the ordinary high water level than the lakeside of the existing trailer (172’) as shown on
the drawing dated March 16, 2015. The variances as approved do not directly or indirectly grant any other
variances for the proposed development.

footings are bad on entire building, so we are proposing to build new dwelling, moving it north 10’ from
north property line. Proposed building is 52’ by 30’ (existing building is 40’ by 30’). Sheds would be
removed. The structure setback would be no closer than existing building. Requesting a variance of 31’
from the required setback of 75’. The audience was polled with no one speaking for or against the variance
as requested.

Darryl E. Nelson, Lot 11 Klein and Adams Point, Marion Lake in Dead Lake Township, requested the
following:
• Being in the same location approximately 49’ from lake when a 75’ setback is required.
• Being in the same location approximately 5’ from the side lot line when a 10’ setback is required.
• Replace failing foundation with a new one of the same horizontal footprint, and with a 16 inch higher
cabin elevation. This extra height is needed to allow the cabin mover to set the cabin back on the new
foundation without damaging the new foundation when they remove the steel beams supporting the
cabin.
The audience was polled with no one speaking for or against the variance as requested. After consideration
and discussion, Ward Uggerud made a motion, second by Rick Wilson and unanimously carried, to approve
the proposed development as stated in the variance application dated March 14, 2015 and as depicted on the
drawing submitted with the variance application. It was noted that the proposed project is maintenance. The
variances as approved do not directly or indirectly grant any other variances for the proposed development.

Maurice and Gail Peterson - No Action Taken - (8:20 p.m.)
Maurice and Gail Peterson, Unit 3 Sunshine Villa (Common Interest Community), Big Pine Lake in Pine
Lake Township, request the following; Request a variance of 25’ from the required ordinary high water
level of 75’ to screen in an existing open covered porch without the need for a conditional use permit and
without the need for a compliance inspection of the sewage system. The screened porch will be 50’ from
the ordinary high water level with no changes to the existing structure footprint. Note - The secretary of
the Board learned Thursday afternoon (April 9“*, 2015) that proper notification for this particular
hearing was not provided; therefore, the Board can proceed to discuss this application at tonight
hearing, but will not be able to take official action until the May meeting. Proper notice will be done
for the May meeting and the applicants will not need to attend the May meeting unless they chose to
do so. The secretary apologizes for the notification error and any inconvenience caused to the
applicants. The audience was polled with no one speaking for or against the variance as requested. A
letter from Steven L. Halstensgaard, Declarant, Sunshine Villa in support of the variance as requested was
read for the record. It was noted that the proposed project will not increase impervious surface area and the
proposed project is similar to other uses in the immediate area. The Board also requested additional
information from the Land and Resource office regarding the variance request as it relates to both the
conditional use permit and the compliance inspection of the sewage system. At this point the hearing was
