MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COf>!MISSIONE3?S OTTER TAIL COUNTY MINNESOTAI Call to Order All present Pursusmt to eKJjoumnent, the Board of County Ccrmissioners of Otter Tall County met Monday, September 15, 1986, vdth all members present. Chair­ man Olson opened the meeting at 9:30 a.m. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani­ mously carried, to approve the minutes of the September 5th meeting as corrected. Minutes ^proved TRAC Representatives of The Rail Action Ccmnittee, Sam Lykken, spokesman, appeared before the Board requesting funds in the amount of $6,000 for operation during the year 1987. in the overall county budget. Motion was made by Bert Hovland, seconded by Hub Nordgren unani­mously carried, to approve a st^ increase for Julie Druillard, as reccmiended by the Personnel Boeird. A request for adjustment of Helen Skramsted's unused sick leave was referred to the County Board from the Personnel Board, made by Bert Ffovland, seconded by Hub Nordgren and unanimously carried, to instruct the County Attorney to advise Skramsted vhat benefits are available. The reouest will be considered Druillard Step Increase Unused Sick Leave Benefits, Skramsted Motion was Dqpartmsnt of Public Health Cpen House A request by the Department of Public Health to hold an cpen house On the seccand floor rotunda October 2nd, frcm 2:00 to 4:00 p.m. was presented to the Board, with no objections. The Board was informed the chimney on the court house has deteriorated and needs repairs, but ipon examination it was determined the deterior­ ation has occurred over a period of j^ecirs and there would be no danger in waiting until spring for the repair project. Pursuant to published notice thereof, a hearing was held on proposed amenchients to the Otter Tail County Shoreland Ordinance. After listening to the various interested parties, Chciirman Olson closed ^e hearing. by Hub Nordgren and unanimously carried, the follcwing amendment was adopted: The Otter Tail County Shoreland Managanent Ordinance is amended by the inclusion of a new section in Article IV.4, which will read as fbllcws; "c. A vision obstructing fence no exceeding eight (8) feet in height nay be constructed cilong a lot line which borders a public access provided that the fence is located upon the land of the person ccnstructing the fence and is no closer than 20 feet frcm the ordinary high water mark and outside of the ri^t-of-way of any road. A site permit shall be required to erect or install such a fence, but no variance will be required so long as the fence conplies with the provisions of this section.” Motion was itade by Bert Ifcjvland, seconded by Andy Lindquist and carried with Sydney Nelson cuid Hub Nordgren voting "no", to make no change in the ordinance as it pertains to screening in of porches closer to the lake than the required set back. Upon motion made by Bert Hovland, seconded \ Shoreland Management ‘ Ordinance Amendment Screened-in Porches 654215 Amendnent to Ordinance recorded in ^i 1 see 1laneous Book 132, Page 1, recorded in the Office of the County Recorder The Otter Tail County Shoreland Management Ordinance is amended by the inclusion of a new section in Article IV.4. which will read as follows: "c.
