Motion was made by Cecil Femling, second by John Everts and unanimously carried, to approve a variance of 42’
from the required ordinary high water level setback of 200’ for an 8’ by 26’ addition to an existing dwelling 158’ from
the ordinary high water level. It should be noted that the proposed addition will be no closer to the ordinary high water
level than the existing structure and the proposed addition is on the backside of the cabin away from the lake.

Charles and Connie Bortle, Perham, MN, requested a variance of 42’ from the required ordinary high
water level setback of 200’ for an 8’ by 26’ addition to an existing dwelling 158’ from the ordinary high
water level. The property is described as part of Government Lot 1, Section 34 of Pine Lake Township
by Haberman Lake. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Cecil Femling, second by John Everts and unanimously carried, to
approve a variance of 42’ from the required ordinary high water level setback of 200’ for an 8’ by 26’
addition to an existing dwelling 158’ from the ordinary high water level. It should be noted that the
proposed addition will be no closer to the ordinary high water level than the existing structure and the
proposed addition is on the backside of the cabin away from the lake.
Fred and Ruth Suppes - Denied
Fred and Ruth Suppes, Detroit Lakes, MN, requested a variance for an enclosed area between the
house and garage. This area is now covered with a wooden deck. I will not be adding any more
square footage of building to the lot. Building, deck and pavement currently cover 30% of the total lot
area. Variance requested is a variance to cover more than 25% of the total lot area with impervious
surface. The property is described as Lots 7 and 8, Midland Beach, Pelican Lake in Dunn Township.
Letters from Harland and JoAnne Geiger and Bill and Mary Pat Collins in favor of the applicant’s
request were read for the record. The audience was polled with no one speaking for or against the
request. After consideration, motion was made by Randall Mann, second by Mark Steuart and
unanimously carried, to deny the variance as requested as no adequate hardship had been shown and
more than 25% of the total lot area is already covered with impervious surfaces.
Steven M. Hammer - Denied
Steven M. Hammer, Henning, MN, requested a variance to install a drain field T from the applicant’s
garage, 2’ from the property line, 5’ from the neighbor’s garage and 5’ into the township road right-of-
way. The property is described as Lot 17, Rainbow Lodge, East Battle Lake in Girard Township. A
letter from the Girard Town Board granting permission to extend the existing drain field five feet into the
township road right-of-way was read for the record. Brian Brogard appeared along with the applicant at
the public hearing. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by David Holmgren, second by Randall Mann to approve the
applicant’s variance application as requested with the condition that the adjacent neighbor provide a
letter stating his/her agreement with the location of the drain field. It was noted that adequate space
does exist for the maintenance of the drain field and that the new system would be an improvement
over the existing system. It was also noted that the variances are from a detached garage and not an
occupied dwelling. The motion failed with Cecil Femling, Richard Sha and Mark Steuart voting no.
