Box 354 Delano, Minnesota 55328 Re: Lot in Section 16-136-38 Township Otter Tail County Dear Mr. Johnson: RECEIVED { ^JUL 2 4 1996 LAND & RESOURCE Based upon a site inspection of the above-referenced 29 acre parcel with you on July 9, 1996, it is my understanding that you are proposing to construct a single family residence and modify the alignment of the existing driveway on the property. The work is intended to begin in the summer of 1996. It is also my understanding that you are in the process of obtaining the proper permits and authorization from Otter Tail County prior to initiating this project. You requested that I review the site with you to provide recommendations on the revisions to the driveway alignment as they relate to runoff and erosion. The following comments are based only upon a visual review of the site. The site is a rolling wooded property with soils expected to be granular with light sandy topsoil. The property slopes to Big Pine Lake, with areas of moderate to steep within the property. There is an existing driveway which crosses the site to the existing structure located on Big Pine Lake. Your plans are to abandon portions of the existing driveway, and construct a driveway to your proposed building site. The following are observations and recommendations to minimize the next site disturbance: ^ 1. Existing Driveway Restore the existing abandoned driveway segments to the original condition. This will include topsoil, seeding and mulching to establish the turf. Use erosion control measures such as wood fiber blanket on erodible areas. 2. Proposed Driveway Alignment and Grade Minimize the site disturbance by constructing the driveway as close to existing contours as possible. The driveway width should be constructed to minimum acceptable width standards. Avoid cutting into adjacent side siopes as much as possible, as it is difficult to restore the vegetation on those slopes. The alignment should follow the route to moderate profile grade, which will reduce erosion potential and provide for more convenient vehicle access. AIRPORTS; WASTE WATER TREATMENT & COLLECTION; WATER SUPPLY; STREETS; DRAINAGE; CITY PLANNING & REPORTS Mr. Jerry Johnson Delano, Minnesota July 11, 1996 Page 2 3. Driveway Construction The aggregate! used for the driveway should include clean crushed rock compacted in- place to reduce loss of aggregate by erosion. 4. Drainage | There should be no attempt to channelize drainage along the edge of the driveway by ditches on swales. 5. Turf Establishment Topsoil, seeding, mulching and erosion control materials such as wood fiber blanket should be provided as necessary. Construction of the driveway should be completed to permit immediate turf establishment. The turf establishment should be completed during the allowable planting season limits as provided by the Minnesota Department of Transportation Specifications. It is my opinion that provided the above recommendations are complied with, the driveway realignment will result in minimal site disturbance and not adversely affect the shoreland adjacent to Big Pine Lake.
