After consideration, Steve Schierer made a motion, seconded by Cecil Femling and unanimously carried, to declare
Lot 9, Block 1, Little Pine Estates as a buildable lot for residential purposes. The granting of this variance will provide
the applicant with an ability to enjoy the same rights and privileges as other in this immediate area.

After consideration, Steve Schierer made a motion, seconded by Paul Larson and unanimously carried, to
deny the variance as requested as no adequate hardship unique to the property had been shown that
would allow for the granting of the variance as requested. The denial of this variance request is consistent
with past actions of the Board of Adjustment.
William T Ovsak - Denied. (7:18 p.m.)
William T Ovsak, Lot 4, Nelson’s Oakwood Park Beach, Jewett Lake in Elizabeth Township, requested a
variance to build a 12’ by 24’ boathouse 5’ from the east side of the lot and 40’ from the ordinary high water
level. The minimum side lot line setback for a water oriented accessory structure is 40’. Chairman Mann
polled the audience with no one speaking for or against the variance as requested. After consideration,
Paul Larson, made a motion, seconded by Cecil Femling and unanimously carried, to deny the variance as
requested, as the granting of the variance as requested would establish precedence.
Edward H Fish - Approved as requested with conditions. (7:40 p.m.)
Edward H. Fish, Lots 3, 4 and 5, Block 1, Clearview Beach, Pelican Lake in Scambler Township, requested
a variance to build a 12’ by 16’ screen porch 4’ in front of the string test. Keith Stromberg represented the
applicant at the public hearing. Chairman Mann polled the audience with no one speaking for or against
the variance as requested. After consideration, Steve Schierer made a motion, seconded by Paul Larson
and unanimously carried, to approve a variance to build a 12’ by 16’ screen porch 4’ in front of the string
test with the condition that the existing gazebo must be removed prior to the construction of the addition
and with the condition that the applicant cannot use the variance granted on August 6, 1991. If the
applicant chooses to use the variance approval from August 6, 1981 then this variance approval is void and
the 12’ by 16’ addition cannot remain on the applicant’s property.

residential purposes. Lot 9, Block 1 has 146.5 feet of width and 38,000 square feet of area. Dale and Kim
Karjala represented the applicant at the public hearing. Chairman Mann polled the audience with no one
speaking for or against the variance as requested. After consideration, Steve Schierer made a motion,
seconded by Cecil Femling and unanimously carried, to declare Lot 9, Block 1, Little Pine Estates as a
buildable lot for residential purposes. The granting of this variance will provide the applicant with an ability
to enjoy the same rights and privileges as other in this immediate area.
Trudi G Smith - Tabled. (7:52 p.m.)
Trudi G. Smith, part of Government Lot 2, Section 1 and Lot 23, Clearmont Beach, Otter Tail Lake in
Everts Township, requested the following: Choice 1 - Leave our garage in its present location, re-roof and
re-side, and add an addition to the garage - for this, we need a variance of 7’ from the side lot line setback
as to the garage work, and a variance of 4’ as to the addition. The required side lot line setback is 10’.
Choice 2 - Move garage, then re-roof and re-side the garage in the new location, and add an addition to
the garage - for this work, in the new location, we need a variance of 6' from the septic tank setback
requirement. The required septic tank setback is 10’.
The applicant’s contractor appeared along with the applicant at the public hearing. Emails and a letter,
from Richard and Jo Haire, Ray and Peggy DeBoever, Marilee Tischer and Jan Kjellerup in support of the
applicant’s request were read for the record. Chairman Mann polled the audience with no one speaking for
or against the variance as requested. After consideration and discussion, Linda Bergerud made a motion,
seconded by Steve Schierer and unanimously carried, to table, with the applicant’s verbal permission, this
variance hearing until Thursday, April 8, 2004 to allow adequate time to determine if the applicant has more
than one lot for residential development.
