It was noted by Kyle Westergard, a representative of the Land and Resource Department, that Wayne Roisum, from the Land and Resource Department, and Terry Lechjer, from the Department of Natural Resources, had met on site and yerbally agreed that the proposed location,, as depicted on the applicant’s drawing, is the best available location for the proposed development as it will allow for the use of existing excavation and at the same time provide a reasonable use of the applicant’s property. Fjoslien, Dent, MN, requested a variance to place a septic holding tank 2.5’ from the lot line and 30’ from a wetland. The required holding tank setback from a lot line is 10’ and the required holding tank setback from a wetland is 50’. The property is described as the East Half of Lot 14, Elysium Park, Star Lake in Star Lake Township. Nettie Fjoslien represented the applicant at the public hearing. A letter from Alice Townsend in support of the applicant’s request was read for the record. The letter indicated that a holding tank could be placed less than 10’ from the common lot line. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Cecil Femling, second by David Holmgren and unanimously carried, to approve a variance to place a septic holding tank 2.5’ from the lbt line and 30’ from a wetland with the condition that the building between the garage and the lake must be removed before a permit can be issued for the installation of the holding tank. It was noted that the removal of this structure would be an improvement to the property. Hardship is a substandard lot of record. ;; Kenneth and Lori Hanson - Approved with conditions. Kenneth and Lori Hanson, Moorhead, MN, requested a variance of 64’ from the required ordinary high water level setback of 100’ for an addition to an existing lake home 36’ from the ordinary high water level (water line). The property is described as Lot 5, Engstrom’s Beach Second Addition, West McDonald Lake in Edna Township. The audience was polled with no one speaking for or against the request. After consideration, motion was made by David Holmgren, second by Cecil Femling and unanimously carried, to approve a variance of 64’ from the required ordinary high water level setback of 100’ for an addition to an existing lake home 36’ from the ordinary high water level (water line) with the condition that an existing shed must be removed before a site permit can be issued and with the condition that no other structures can be placed between the dwelling and the lake. It should be noted that no more than 25% of the total lot area can be covered with impervious surfaces after the completion of the proposed development and that the proposed development will be no closer to the ordinary high water level than the existing structure. Hardship is a substandard lot of record. Stewart Hofland - Approved as requested. Stewart Hofland, Perham, MN, requested a variance of 50’ from the required ordinary high water level setback of 200’ for the location of a building site 150’ from the ordinary high water level. The property is described as a 29.32 acre parcel in Government Lot 4 and in the South Half of the Southwest Quarter, Sectioni of Perham Township by Roman Lake. The audience was polled with Paul LaFond speaking to the applicant’s request. Mr. LaFond was concern with the property line. Mr. LaFond was advised that a property line issue would need to be resolved between Mr. Hofland and himself and that it was outside the scope of the Board of Adjustment. After consideration, motion was made by Rod Boyer, second by Cecil Femling and unanimously carried, to approve a variance of 50’ from the required ordinary high water level setback of 200’ for the location of a building site 150’ from the ordinary high water level of Roman Lake. It was noted by Kyle Westergard, a representative of the Land and Resource Department, that Wayne Roisum, from the Land and Resource Department, and Terry Lechjer, from the Department of Natural Resources, had met on site and verbally agreed that the proposed location, as depicted on the applicant’s drawing, is the best available location for the proposed development as it will allow for the use of existing excavation and at the same time provide a reasonable use of the applicant’s property.
