Motion
John H and Barbara Hansen - Approved the requested variance with a condition. (7:02 p.m.)
After discussion and consideration, Paul Larson made a motion, second by Steve Schierer and unanimously carried,
to approve a variance of 8’ from the required side lot line setback of 10’ for the replacement of a roof located 2’ from
the side lot line with the condition that the exterior walls of the existing structure cannot be reconstructed.
Reconstruction does not include painting or new siding which would be considered normal maintenance for exterior
walls. The Board noted the proposed project will not increase the footprint of the existing dwelling and the proposed
project is normal structural maintenance.

Rick and Laura Heinie - Denied. (9:12 p.m.) - Continued
After discussion and consideration, Steve Schierer made a motion, second by Paul Larson and
unanimously carried, to deny the variance as requested noting the following: 1.) the rules in place for
planned unit developments are adequate, 2,) there is no adequate hardship unique to the property that
would allow for the granting of the variance as requested and 3.) the comments shared by the Department
of Natural Resources.
Jeremy Bimberg - Approved the variance application as requested with a condition. (9:35 p.m.)
Jeremy Bimberg, part of the Southeast Quarter of the Northwest Quarter, Section 6 of Hobart Township by
Lake Six, requested a variance to subdivide by metes and bounds description an existing 8.31 acres parcel
into a 6.27 acre parcel, which would be considered a buildable parcel for residential purposes and into an
improved 2.04 acre parcel which would contain the present building site. Both parcels would have access
to a public road. The minimum size required for metes and bounds parcels within the shoreland area is 5
acres and the minimum size required for platted back lots within the shoreland area is 300’ of width and
80,000 square feet of area. The audience was polled with no one speaking for or against the variance as
requested. After discussion and consideration, Steve Schierer made a motion, second by Paul Larson and
carried with Michael Harris voting no, to approve the proposed subdivision as described in the variance
application dated May 11,2006 and as depicted on the drawing submitted with the variance application
with the condition that a registered surveyor’s drawing must be presented at the time of conveyance. It
was noted that the parcel does have public road access and meets the minimum size required for platted
lots on a recreational development lake. Hardship is the terrain of the applicant’s property.
Kalar, Land and Resource Department Director
Bill Kalar, Land and Resource Department Director appeared before the Board of Adjustment to review the
variance granted to John and Barbara Hansen on April 6, 2006. The Board listened to the taped
proceeding from the April 6, 2006 meeting and viewed a number of pictures. Four of the five board
members indicated that the work completed to date was not what was authorized by the variance granted
on April 6, .2006. The Secretary of the Board has decided not to attempt to summarize within these
minutes the June 1, 2006 discussion, but rather to incorporate by reference the taped proceedings of the
discussion and to file the tape with the printed minutes. The taped proceedings can be accessed during
normal business hours.
With no further business, Randall Mann, Chairman declared the meeting adjourned at 10:03 p.m.
Prepared by:
Wayrre Stein, Secretary
The minutes were mailed on Monday, June 5, 2006 to the Otter Tail County Board of Adjustment. Official
action regarding these minutes will be taken by the Board of Adjustment on Thursday, July 6, 2006.

Roberta Holman and Pamela Suchor - Denied. (6:47 p.m.)
Roberta Holman and Pamela Suchor, part of Lot 6, Inlet Beach, Lake Lida in Lida Township, requested
a variance of 20’ from the required road right-of-way setback of 20’ for the placement of 20’ by 24’
garage 0’ from the road right-of-way. The audience was polled with no one speaking for or against the
variance as requested. A letter from Mark and Bobbie Holman in support of the variance as requested
was read for the record. After discussion and consideration, Steve Schierer made a motion, second by
Paul Larson and unanimously carried, to deny the variance as requested as no adequate hardship
unique to the property had been shown that would allow for the granting of the variance as requested
and the development as proposed does not fit with the measurements provided in the application and
other supporting documentation.
H and Barbara Hansen - Approved the requested variance with a condition. (7:02 p.m.)
John H and Barbara Hansen, Lot 5 Falk’s Beach, Little Pine Lake in Pine Lake Township, requested a
variance of 8’ from the required side lot line setback of 10’ for the replacement of a roof located 2’ from
the lot line. The audience was polled with James Diehl questioning the width of the overhang. After
discussion and consideration, Paul Larson made a motion, second by Steve Schierer and unanimously
carried, to approve a variance of 8’ from the required side lot line setback of 10’ for the replacement of
a roof located 2’ from the side lot line with the condition that the exterior walls of the existing structure
cannot be reconstructed. Reconstruction does not include painting or new siding which would be
considered normal maintenance for exterior walls. The Board noted the proposed project will not
increase the footprint of the existing dwelling and the proposed project is normal structural
maintenance.
Richard A & Debora K Gappa - Denied. (7:06 p.m.)
Richard A & Debora K Gappa, part of Government Lot 1 and the Northeast Quarter of the Northwest
Quarter, Section 27 of Parkers Prairie Township by Lake Adley, requested a variance to subdivide a 2
acre parcel (approximately 310’ by 285’ or 88,350 square feet) from an existing 11.4 acre tract.
Minimum size required for a metes and bounds parcel in the shoreland area |s 5 acres. Minimum size
required for a platted back lot in the shoreland area is 400’ of width and 160,000 square feet of area.
The audience was polled with no one speaking for or against the variance as requested. Letters from
Vic Benzinger, Ray Caauwe and George M (Shorty) Revering in support of the variance as requested
were read for the record. After discussion and consideration, Steve Schierer made a motion, second
by Michael Harris and carried with Paul Larson and Rick Wilson voting no to deny the variance as
requested as no adequate hardship unique to the property had been shown that would allow for the
granting of the variance as requested and approving the variance as requested would create a grossly
substandard lot.
Michael and Cheryl Nelson - Denied. (7:12 p.m.)
Michael and Cheryl Nelson, West Half of Lot 5 Block 3, Crystal-Lida Beaches, Lake Lida in Lida
Township, requested a variance of 8’ from the required side lot line setback of 10’, a variance of 15’
from the required shore impact zone setback of 50’ and a variance of 65’ from the required ordinary
high water level setback of 100’ for the placement;of a 6’ by 12’ storage shed 2’ from the side lot line
and 35’ from the ordinary high water level. The audience was polled with no one speaking for or
against the variance as requested. A letter from Tom and Kirsten Anderson in support of the variance
as requested was read for the record. After discussion and consideration, Steve Schierer made a
motion, second by Cecil Femling and carried with Paul Larson voting no, to deny the variance as
requested noting a grossly substandard lot, a very congested area and the fact that had the request
been submitted prior to the placement of the 6’ by 12’ shed the Board would not have granted the
, requested variances.
