their motion is as follows:
A motion by Trites, second by Frazier to approve with the following conditions: 1. The
recreational camping units meet the 50’ lot line setback requirement of the Shoreland
Management Ordinance. 2. A Storm Water Retention Plan that reduces direct run-off
into the lake is approved by Land & Resource Management.
On December 19, 2017, the County Board approved your proposal with the conditions as
recommended by the Planning Commission. Once you meet the conditions, your Conditional

Conditional Use Permit - Daniel & Shannon Schmitz:
Motion by Johnson, second by Froemming and unanimously carried to approve a Conditional Use Permit to
clear an area and landscape to gain access to the lake and approve a residential PUD for 2 Recreational
Camper Units (RCU) as shown on the drawing. The approval is subject to all conditions as recommended
by the Planning Commission. The proposal is located S 165’ of GL 4 & SEViSWy W Hwy #29 Ex Tr (4.20
Acres), Section 22 of Parkers Prairie Township: Adley Lake (56-31), GD.
Conditional Use Permit - Patrick Peck:
The Conditional Use Permit for the construction of a small Solar Wind Hybrid project in cooperation with
Lake Region Electric Cooperative (LREC) was withdrawn by the Applicant and Juhl Energy, Inc. as the
contractor. Motion by Rogness, second by Lindquist and unanimously carried to allow Juhl Energy, Inc. to
transfer the Conditional Use Pemit fee to a different project/location for a one-year period. Notices to the
public were not needed because the applicant withdrew the project.
Land & Resource Director Bill Kalar noted that there have been Federal and State law changes since the
Wind Turbine Ordinance was developed in 2011. Commissioners requested that this item be considered in
the upcoming long-range planning sessions.
Leaf Lake Partnership - Conditional Use Permit:
Motion by Rogness, second by Johnson and unanimously carried to approve a Conditional Use Permit to
convert Leaf Lake Partnership to a Residential Planned Unit Development (PUD) as presented. The
proposal is located in R of Gov’t Lot 2, Commencing at NE comer (2.50 Acres), Section 23 of Leaf Lake
Township: Middle/East Leaf Lake (56-116), RD.
Conditional Use Permit / Danny & Stacie Greaoire:
Motion by Johnson, second by Froemming and unanimously carried to approve a Conditional Use Permit to
relocate a portion of a Township Road, Lida Shores Loop, as presented. The proposal is located in PT GL
7 COM NW CR L #1 BK 6 LIDA SH NW 71.38’ TO PT BG SW 184.19', SLY 394.52’, SWLY 143.12’, NWLY
369’, N 718.34’, SE 500' TO PT OF BG EX .48 AC TR (7.05 Acres) Section 10 of Lida Township: Lida Lake

and landscape to get access to lake. Slope from south starting 30 feet from property line, to
level with lake scrape about 15-20 feet to keep level with lake moving north. Scrape uphill
additional 25 - 35 feet to give nice slope back uphill, see photos on file at Land & Resource.
6,300 ft^ of total earth moved. The fill will all come from the land. Request a Residential PUD
consisting of 2 RCU’s as shown on drawing. The proposal is located S 165’ of GL 4 & SE1/4

Patrick Peck - Withdrawal Accepted:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Applying for a
Conditional Use Permit for proposed construction of a small Solar Wind Hybrid project in
Cooperation with Lake Region Electric Cooperative. In summary: the necessary variances
have been received from OTC Board of Adjustment; proposed project layout complies with
OTC WECS Ordinance: project outside of County Shoreland Management Ordinance area:
and project will have minimal impact on the property it is proposed to be constructed on.
Energy from this project will be purchased by Lake Region Electric Cooperative, tie directly in
to their 12.5KV distribution line running adjacent to the site, require no substation or additional
overhead lines. LREC will have the option to own the project in the future allowing them to
generate their own, low-cost, clean, renewable energy, helping them hedge long term energy
costs and stabilize rates to their members. The proposal is located in the NE1/4 (160.00
Acres), Section 32 of Scambler Township: Non-Shoreland.
The Conditional Use Permit Application was withdrawn on November 28, 2017; therefore, the
Notice of Public Hearing mailing did not occur.
Motion: A motion by Wilson, second by Wass to accept the withdrawal as requested. Voting:
All Members in favor.
Leaf Lake Partnership - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Conversion of
Leaf Lake Partnership to Residential PUD. Proposed CIC #82 - Existing 7 Units, No proposed
change to # of Units. Units 2, 4, & 5 have a proposed roadside expansion to unit area. Building
additions maybe subject to Variance or Site Permit. Calculations for open space include said

Looking to slope land from South to North, and leave a 20—25 foot of lake level to have
access for boctllft and dock. I have a few photos showing the land os it is now that will
be sent with this conditional use permit. All the dirt would be moved and used to help
slope the rest of the land around the lake. There will be no fill brought in. Starting at
the south property line going north 30 feet is the start point of the excavating. I would
pull dirt 30 feet east and remove about 15 feet to the north, downhill, 1 to 2 feet of
total depth. From this end point I will cut o piece 20—25 feet to the north and 30 east
with a 1 to 2 foot total depth of cut. From this end point I will slope to the north, uphill
15 to 20 feet and 30 feet east at a total depth of 1 to 2 feet.
Cross hatched area is the are to be excavated. This area is approximately 30" x 70’
ot a totol depth to 1.5’. 3150 total cubic feet.
This application is also to add up too 2 RCU units and shown on scale drawing.
There is a plan to hove erosion control while the grass will be growing after excavating.

This view is looking from East to West. The area to be cleared is approximately 50-70feet. The flat area is
about 20-25feet. The height is approximately 6-7 feet on the North and South. What I am proposing, is
too strip the top off from West to East and follow the contour of the land. Than leave a flat of 20-25 feet
for access to the water.
This is from the shore land side looking east. It is up hill, I would pull everything up the hill to level out
and plant grass to hold slope in place after work is completed. There are 3 stakes out on the property,
the 4*^ on I would have fallen in the lake to pound in.
