Bike-A-Thon
Motion by Stone, seconded Portmann and unanimously carried to grant permission of the
Henning Public School to hold a bike-a-thon along a stretch of County Road 16 on
May 22, 1993, pending approval of the Sheriff and contingent upon the conditions that
Otter Tail County is not liable for accidents related to such event.
'93 Hazardous Waste License Fee
Motion by Lindquist, seconded Windels and unanimously carried to authorize the payment
of $94.24 to the Minnesota Pollution Control Agency (MPCA) for the hazardous waste
license fee for 1993.
Preliminary Design; Project 93;08P
Motion by Windels, seconded Lindquist and unanimously carried to authorize the Highway
Engineer to enter into an agreement with Larson-Peterson & Associates, Detroit Lakes,
MN, in the amount of $8,950 for preliminary design on Project 93:08P.

Motion by Portmann, seconded Stone and unanimously carried to uphold the recommendation
of the Planning Commission to approve the following Conditional Use Applications subject

back to the Planning Commission for more information with notification sent to affected
property owners.
Wetlands Training
Motion by Lindquist, seconded Portmann and unanimously carried to approve sending two
County employees to a wetlands identification seminar in Brainerd, MN, at a cost of $190
per individual. Staff members who will be attending are from the Land & Resource and

Conditional Use Application of Jerome Menrv Tappe. Wimer Lake
(56-355), RD, Lot 1, Block 1, Oak Ridge Estates Second
Addition, Section 10, Mobart Township to allow to pull back
approximately 10* leaving at least 8” of a berm at a width of
20'; also to approve to lessen the slope of area approximately
280' to provide lake access, must sod this project.

Little McDonald Lake (56-328), GD, Lazy Acres Resort, Ryan's
Beach, Wl/4 Lot 4, 5-10 and Pt. G. L. 3, Section 2, Edna
Township to the June 2, 1993 meeting at 8;00 P.H., more
information is requested regarding; 1. The low spot, could it
be used in a positive way? 2. The vacation of the dedicated
road. 3. Specific sizes (i.e. the number of bedrooms in each
unit). 4. Downsizing the numbers to utilize the area in a
better way.
Tom Mammers, Gordy Duseth and Terry Larson represented the
Application. Dave Woodrich, representative of the lakeshore
owners, presented a petition (available in the file) requesting
a denial; Terry Marthowler, representative of the Lakeshore
Association, requested ‘reasonableness* in the Commission's
decision; Bob Hoe, adjacent property owner, expressed concerns
if this were to be approved; Tim Neitzke agreed with the
previous concerns and indicted that it's too much development;
Harvey Wigman indicated that the Commission should be careful
so that it does not set a precedent and also that an approval
would increase the crowding; Hike Hamman expressed that he also
owns undeveloped property and indicated that he could not do
this to our friends (they had toyed with the idea of developing
it) and also that 14 units appears to be too many units; Alan
Kruger indicted that the current water quality is not what it
used to be and that this should be a consideration (can the
lake or this piece of property handle 14 units?).

Please find enclosed an application for Site Permit, a check for $50, a local
map, and two site drawings, one of the existing site and one showing the proposed
location of the new garage and a rough floorplan of the garage. The mobile home
and the proposed new house are shown at this time for reference only. The garage
will be heated and have a bathroom and a workshop as well as three large bays for a
tractor, pickup truck and someday, a boat. Foundation and cement work should be
done in May and the framing and close-in work should be complete in August. As
you can see, all proposed work is several hundred feet from both the lake shore and
property lines.
I also request an over-the-counter Conditional Site Permit which will allow
the following:
1. Finish tearing down the crumbling cow barn walls and
foundation, debris to be hauled to an approved dump by
Kamphake & Sons.
2. Allow general leveling and grading in the area of the old
barn Southward. This will prepare the area for a building
site and more to the South, the septic system and drain field
(permit will be filed by contractor).
3. Allow dumping and grading of gravel on existing dirt
roadway
I hope this package will provide all the information required.
