well position and planned. The motion died for lack of a second. After additional discussion and consideration,
motion was made by George Walter, seconded by John Everts and carried, with Randall Mann voting no, to deny the
variance as requested, as the granting of the variance would establish precedence. The applicants were given until
June 1, 1999 to bring the property into compliance with the requirements of the ordinance.

Dave W. and Joan Ellison, Pelican Rapids, MN, requested a variance to have a 12’ by 20’ landing in
our stairway to the lake. The property is described as Lot 6, Block 1, Silent Shores North, East Silent
Lake in Dora Township. A letter from Jim and Dawn Jordan in favor of the applicants’ request was read
for the record. The audience was polled with-no one speaking for or against the request. After
consideration, motion was made by Randall Mann to approve the variance as requested noting that the
stairway and landings are well position and planned. The motion died for lack of a second. After
additional discussion and consideration, motion was made by George Walter, seconded by John Everts
and carried, with Randall Mann voting no, to deny the variance as requested, as the granting of the
variance would establish precedence. The applicants were given until June 1, 1999 to bring the
property into compliance with the requirements of the ordinance.
Kenneth and Mary Lowden - Denied
Kenneth and Mary Lowden, Perham, MN, requested that Lot 24 and Lot 25 each be considered
separate buildable lots. Lot 24 has 110’ of lake frontage-with 18,662 square feet of area. Lot 25 has
100’ of lake frontage with 16,180 square feet of area. The required lot area for a lake lot on a general
development lake is 20,000 square feet. The property is described as Lot 24 and 25, Birchwood
Subdivision, Little McDonald Lake in Edna Township. The audience was polled with Mike and Monica
Siggerud, the potential buyers, speaking for the request. Barbara Hanson, Assistant County Attorney,
also addressed the applicants’ request. After consideration, motion was made by John Everts,
seconded by Cecil Femling and unanimously carried to deny the variance as requested as no adequate
hardship had been shown and the granting of the variance would establish precedence for Otter Tail
County.
Donald Jackson - Approved
Donald Jackson, Pelican Rapids, MN, requested a variance to sell property but retain a 214 acre tract
rather than a 5 acre tract. The 214-acre tract contains a residence, which is already in existence, has its
own access from Highway 59, and has its own well and sewer. The 214-acre parcel contains wetlands
thus the Otter Tail County Subdivision Controls ordinance requires 5 acres. The variance requested is
a variance to subdivide a parcel of less than 5 acres. The property is described as the North Half of
the Northwest Quarter, Section 34 of Pelican Township. The audience was polled with no one speaking
for or against the request. After consideration, motion was made by Cecil Femling, seconded by David
Holmgren and unanimously carried, to approve the variance as requested with the condition that a
registered surveyor’s drawing must be provided at the time of recording.

To Whom it May Concern,
We are the owners of Lot 5, Block 1, Silent Shores North. This letter is in regards to the
request for variance by Dave and Joan Ellison, owners of Lot 6. We are writing to
endorse the request for variance to have a 12’ x 20’ landing. We recognize the
stairway and landing to be carefully designed so as to have the least amount of impact
on the hillside. We ourselves used our property for a weekend without a stairway and
landing, and realized the great amount of erosion that occurred on the hillside and
shore in that brief period of time. We, like the Ellison’s, want to keep our property as
natural as possible. We have agreed to share the Ellison's stainway system in lieu of
building another stairway on our hillside. The size of Mr and Mrs Ellison’s landing
provides multiple families a safe view of their children in the lake while minimizing
impact on the shoreline. The materials used are visually attractive and blend into the
flora.

We are asking for a variance to leave an extra large landing
on our stairway down to the lake.
We built the stair/landing system to provide access to the
lake for the four families who own Lots 5 and 6. When we built
the stairway we had no idea there were any applicable
restrictions. It was designed to minimize damage to the bank and
the lakeshore while providing convenient access for people
ranging in age from one to seventy-five.
Because of the very steep slope, a path began to erode in
the first week of use. It was dangerous for the most agile and
impossible for the oldest and youngest of our family to
negotiate. The absence of any level ground near the water made it
impossible to enjoy the lake as a group or to conveniently watch
over children swimming.
The stairway was designed and placed to avoid living trees.
Only one dead elm was removed. We are planning to replace the
temporary diagonal l X 4s with cable and to grow native vines on
the posts to minimize visual impact.
This stairway minimizes damage to a steep bank and lake
shore while providing lake access for four families.
