On June 13, 1995, prior to the publication of the amended ordinance, the County
Board was asked to add a further amendment to the Exhibitions and Shows Ordinance
in order to provide for appropriate emergency planning for exhibitions and shows.

There was no interest or concern expressed regarding the proposed amendment to the
Exhibitions and Shows Ordinance, this request for amendment was raised prior to the
public meeting and this requirement of emergency planning is clearly in the pviblic
interest.
5.
THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners herebyNOW,
approves the following language as an amendment to the County Exhibitions and Shows
Ordinance.
An emergency plan approved by the Covuity Director of Safety euid Emergency
Services and the County Sheriff.
IV.C.IO.
BE IT FURTHER RESOLVED that these language changes shall be made immediately, to be
available prior to the publication of a summary of the ordinance along with the minutes
of the meeting of June 6, 1995.

MINNESOTA RIVER CLEAN-UP PROJECT
Commissioner Lee delayed discussion of the Minnesota River Clean-Up Project for one
week.
\PLANNING COMMISSION RECOMMENDATIONS
Motion by Windels, seconded Portmann and carried, with amendment by Portmann, to approve
all Conditional Use Applications with conditions as recommended by the Planning
Commission except the application of Lee Roberts.
Conditional Use Application of Lee Roberts for one week and directed Commissioner
Windels to view the property and report back at the next regular Board meeting.
The motion was amended to table the

the top of a hill and grade into adjacent valleys. To prepare the two lots
for future buildings. Loon Lake (56-523), RD, Lots 4 & 5, Block 1 Loon

Motion: A motion by Schwartz, second by Trites to approve as follows; 1.
Per drawing dated May 18, 1995. 2. Limit the fill 50' forward of a line of
the garage front (lakeside) to the highline pole next to the road (east).
3. May excavate 160' from the lake, limited to 100' forward of a line of the
garage front (lakeside) to the highline pole next to the road (east). 4.
Must follow Jerry Neseth Jr.'s recommendations.

Kenwood Kolle - Approved;
A Conditional Use Application to put up a retaining wall and spread fill
around mobile home, the slope from the north to south end is approximately
5' being approximately 100 cubic yards. Belmont Lake (56-237), NE, Anchor's
Bay 2nd Addition to Belmont Lake Lot 3 Block 1, Section 31, Nidaros
Township.
Ken Kolle & Heather, represented the Application.
A motion by Olson, second by Trites to approve as presented.Motion:

LeRov Limmer - Approved;
A Conditional Use Application to fill with 440 cubic yds at 12"-14” deep to
accommodate a 10' X 40' mound. Rush Lake (56-141), GD, Lots 3 & 4 Klinglers
Riverside, Section 27, Rush Lake Township.
Mrs. Limmer & Melvin McGowan (Sewage System Contractor) represented the
Application.
A motion by Johnson, second by Lachowitzer to approve as presented.Motion:

Larry Miller - Approved With Conditions;
A Conditional Use Application to place a paver brick sidewalk from the deck
down to the lake. Would be using paver brick as far as allowed and then
would be using patio blocks the rest of the way. On the back side of the
cottage will be placing a paver brick sidewalk from the east and west
corners of the cottage down to the driveway. In order to this, would like
to fill in some of the low spots in order to be able to install more level
sidewalks. Otter Tail Lake (56-242), GD, Pt of GL 1, Section 2, Everts
Township.
Bruce Dockter accompanied the Applicant.
A motion by Zimmerman, second by Prischmann to approve as presentedMotion:
provided one strip of erosion control blanket is placed adjacent to the
lake.Owner is responsible for any run-off created from this project.

Don Gladson, "Whispering Waters Resort"/Preapplication:
Bill Kalar presented the Commission 2 drawings of Don Gladson's "Whispering
Waters Resort", one being the current situation (Exhibit A/on File) and the
other (Exhibit B/on file) being a proposal to be presented to the Planning
Commission at a future hearing. East Lost Lake (56-378).
A motion by Trites, second by Zimmerman expressing that thisMotion:
appears to be a reasonable approach given the information available.
Voting: All members voted in favor.
Joseph T. Scowcroft Jr./Marvin D. Warren Tabled:
A Conditional Use Application to excavate approximately 100' x 30' x 5' from
the top of a hill and grade into adjacent valleys to prepare the two lots
