DEAR BILL:
On May 9, 1995 I looked at Mr. Marvin Warren's lot on West Loon Lake in section 3 of
Dora township.
Presently runoff from a drainage area of approximately three acres passes through a
drainway that Mr. Warren wishes to partially fill.
The fill would reduce the grade of the slope below the proposed house/cabin location.
It will also serve as a driveway.
The placing of the fill in bottom of this drainway will create a drop off which the water
has to flow down safely.
I feel the best way to accomplish this is build a driveway on the downstream end of the
fill. It should be no less than 3 feet above the grade of the upstream fill. A culvert
(CMP) then can be used to channel the runoff down the slope.
This is all illustrated in the accompanying drawing. A channel about 1 foot deep should
be left in the center of the fill area for the water to run in. The bottom of this channel
should be seeded and mulched.
Mr. Warren discussed using a jute type mulch.

on Loon Lookout that was tabled at the last Planning commision
Meeting. With the letter & drawing from Jerry Neiseth of the
D.N.R. I feel the Commision will now have enough informatin to
make A ruling at the next Commision metting in June.
The construction site will be staked with color coded stakes
so the Commision can view the area in question.

On June 13, 1995, prior to the piiblication of the amended ordinance, the County
Board was asked to add a further amendment to the Exhibitions and Shows Ordinance
in order to provide for appropriate emergency planning for exhibitions and shows.

There was no interest or concern expressed regarding the proposed amendment to the
Exhibitions and Shows Ordinance, this request for amendment was raised prior to the
public meeting and this requirement of emergency planning is clearly in the piablic
interest.
5.
THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners herebyNOW
approves the following language as an amendment to the County Exhibitions and Shows
Ordinance.
An emergency plan approved by the County Director of Safety and Emergency
Services and the County Sheriff.
IV.C.IO.
BE IT FURTHER RESOLVED that these language changes shall be made immediately, to be
available prior to the publication of a summary of the ordinance along with the minutes
of the meeting of June 6, 1995.

Commissioner Lee delayed discussion of the Minnesota River Clean-Up Project for one
week.
PLANNING COMMISSION RECOMMENDATIONS
Motion by Windels, seconded Portmann and carried, with amendment by Portmann, to approve
all Conditional Use Applications with conditions as recommended by the Planning
Commission except the application of Lee Roberts.
Conditional Use Application of Lee Roberts for one week and directed Commissioner
Windels to view the property and report back at the next regular Board meeting.
