Janice E. Strinden - Tabled
Janice E. Strinden, Vergas, MN, requested a variance of 5’ from the required side lot line setback of 10’ for the
construction of 58’ by 36’ dwelling 5’ from the lot line and 75’ from the ordinary high water level. The property
is described as Lot 20, Sandee Cove Beach, Lake Lida in Lida Township. Earl Strinden appeared along with
Janice Strinden and also spoke to the variance request. The audience was polled with no one speaking for or
against the request. After consideration, motion was made by Cecil Femling to approve the variance as
requested noting that the new structure will be placed generally in the same foot print as the existing structure.
Hardship is a substandard lot of record. This motion died for lack of a second. After additional discussion and
consideration, motion was made by Randall Mann, second by Steve Schierer and carried with Cecil Femling
voting no, to table the applicant’s request until the August 9, 2001 meeting of the Board of Adjustment for the
purpose of allowing the County Attorney’s office the opportunity to review the legal affect of combining Earl
Strinden’s lot with Janice Strinden’s lot and thereby allowing both a primary dwelling and an existing guest
house on a single lot.
James and Jeannie Dunbar - Approved screened in deck addition to house with condition. Denied the
garage additions.
James and Jeannie Dunbar, Dent, MN, requested a variance of 150’ from the required ordinary high water
level setback of 200’ for an 8’ by 16’ screened in deck addition 50’ from the ordinary high water level, a
variance of 150’ from the required ordinary high water level setback of 200’ and a variance of 3’ from the
required side lot line setback of 10’ for a 12’ by 16’ garage addition 50’ from the ordinary high water level and
7’ from the lot line and a variance of 124’ from the required ordinary high water level setback of 200’ and a
variance of 6’ from the required side lot line setback of 10’ for a 5’ by IT garage addition 76’ from the ordinary
high water level and 4’ from the lot line. The property is described as Lot 12, North Shore, Dead Lake in Star
Lake Township. The audience was polled with Donovan Henrickson, a neighboring property owner,
questioning why no variances or permits were received before the work was completed and why these
additions existed for such a long period of time before they were addressed by the Land and Resource
Department. After consideration, motion was made by Mark Steuart, second by Steve Schierer to deny the
variance for the 8’ by 16’ screened in deck addition, but to allow the deck portion to remain, to deny the
variances for the 12’ by 16’ garage addition and to deny the variances for the 5’ by 1T garage addition. It was
noted that the applicant must place the property in compliance by November 1, 2001. This motion failed with
Richard Sha, Randall Mann and David Holmgren voting no. After additional discussion and consideration,
motion was made by Randall Mann, second by Cecil Femling and carried with Mark Steuart voting no, to
approve a variance of 150’ from the required ordinary high water level setback of 200’ for an 8’ by 16’
screened in deck addition to the existing dwelling 50’ from the ordinary high water level with the condition that
should the property be sold the screened in portion of the deck must be removed and to deny the variances as
requested for the two garage additions as no adequate hardship unique to the property had been shown and
had a variance been requested prior to there construction the Board of Adjustment would not have approved
these additions in these locations. It was noted that the garage additions must be removed on or before
November 1, 2001.

unanimously carried, to deny the variance as requested noting Department of Health concerns regarding the
placement of a structure to close to a drain field.
