David Peterson and Mike Peterson represented the applicant at the public hearing. Glenn Howe, Surveyor
appeared with the applicant’s representatives at the public hearing. The audience was polled with no one
speaking for or against the variance as requested. Letters from David and Judy Johnson, Grant and Dorothy
Johnson, Perry and Janet Kugler and Pat Prunty in opposition to the variance as requested was read for the
record. Emails from Ruth Gallagher, Craig and Karen Andrews, William and Sandra Shumaker, Cynthia
Engelke and Joy Teiken in opposition to the variance as requested was read for the record. After much
discussion and consideration, Thomas Lee made a motion, second by Paul Larson and unanimously carried,
to table, with the verbal permission of the applicant’s representatives, this public hearing until the next
scheduled meeting of the Board of Adjustment to allow the applicant an opportunity to consider other
possible subdivision alternatives (platting, CIC). Concern was expressed with the front (lake) lot becoming
more substandard if it is separated from the backlot and also available space for a septic system on the front
lot should the existing system fail. Concerns with changes to the road that would be needed should the
property need to be platted. The proposed backlots do meet and exceed the minimum size for platted
backlots. There might be a practical difficulty that would prohibit platting because of the location of the
existing neighboring structures. The proposal is really creating four lots. Detail of the lengthy discussion is
available on the recording of the meeting on file with the County Auditor-Treasurer’s office.
Brian Fetzer - Variance application approved as requested. (8:30 p.m.)
Brian Fetzer, part of Government Lot 1, Section 29 of Scambler Township by Pete Lake, requested the
following: proposing to replace the existing trailer with a new dwelling, attached garage, and 2 decks. The
structure will be approximately 125’ from ordinary high water level at closet point. Requesting a 75’
variance (required setback is 200’). Abbey Fetzer appeared with the applicant. The applicant’s contractor
was also present. The applicant submitted a letter in support of the variance as requested signed by the
following: Mike Zum, Randy Axntson, Peter Ward, James Springer, Loretta Lambrecht Susan and Dave
Como, Wayne Augustus, Peter Clauson, and Jon and Lindsey Mosch. The audience was polled with no one
speaking for or against the variance as requested. After discussion and consideration, Paul Larson made a
motion, second by Ward Uggerud and unanimously carried, to approve a variance of 75’ from the required
ordinary high water level setback of 200’ for the replacement of an existing trailer with a new dwelling,
attached garage and two decks as depicted on the drawing submitted with the variance application 125’ from
the ordinary high water level at the closet point. Hardship/practical difficulty is the topography of the
applicant’s property (size and shape). The variance as approved does not directly or indirectly grant any
other variance for the proposed and/or future development.

Kenneth Strandberg, Lot 14 Cousin’s Beach, Big MacDonald Lake in Dora Township, requested the
following: I have an old, run-down 8X12 garden shed that I’d like to replace with a new 10X14 shed.
This new shed will comply with all site permit requirements, but I would like a variance from the inspection
and Certificate of Compliance for the sewer system. We are part of a seven lot sewer system tied to a 22-
bed drainage field. The cost of an inspection of this system would make a small project such as my garden
shed cost prohibitive. Please allow me to proceed with my small project in a manner that meets all other
requirements and is affordable. The audience was polled with no one speaking for or against the variance as
requested. An email from Mike and Carol McCarthy in support of the variance application as requested was
read for the record. After discussion and consideration, Paul Larson made a motion, second by Ward
Uggerud and carried with Steve Schierer voting no, to approve the variance as requested in the application
dated April 20, 2015.

the following:
1. Requesting a 22’ 6” variance for proposed dwelling with 6’ X 14’ deck from the required 75’
Ordinary High Water Level setback. This would place the structures at 52.5’ from the Ordinary
High Water Level.
2. Requesting to use 80.2150 from Otter Tail County Sanitation Code (Final Treatment and Dispersal)
for the location of septic system. Lot is a lot or record as of 1978; lot is required to be lot of record
before 10/15/71 or a lot with an existing dwelling to be applied.
3. Requesting a Water-Oriented Accessory Structure variance for a proposed gazebo being 20’ from lot
line, required setback is 40’.

setback of 75’ for the placement of a dwelling with a 6’ by 14’ deck 52.5’ from the ordinary high water
level, to approve the use of 80.2150 from the Otter Tail County Sanitation Code for the location of the
septic system and to approve the placement of the proposed gazebo no closer to the ordinary high water
level than the front (lake) side of the proposed dwelling. Hardship/practical difficulty is the substandard
size of the applicant’s lot. The variances as approved do not directly or indirectly grant any other variance
for the proposed and/or future development.
Todd and Linda Larson - Variance application approved as requested. (8:52 p.m.)
Todd and Linda Larson, part of Sub Lot A of Government Lot 4, Section 28 of Tordenskjold Township by
Stalker Lake, requested the following; Proposed addition would be 12 feet from road easement (Required
setback is 20’). Proposed addition meets the building line requirements. The audience was polled with no
one speaking for or against the variance as requested. After discussion and consideration, Thomas Lee
made a motion, second by Rod Boyer and carried with Paul Larson voting no, to approve a variance of 8’
from the required road right-of-way setback of 20’ for the placement of an addition 12’ from the road right-
of-way as depicted on the drawing submitted with the variance application. It was noted that there will be
no excavating in the bluff area. The variance as approved does not directly or indirectly grant any other
variance for the proposed and/or future development.
