Harold and Arlene Fjerstad - Approved with condition.
Motion was made by Cecil Femling, second by Randall Mann and carried with Mark Steuart voting no, to approve a
variance of 20’ from the required road right-of-way setback of 20’ for the placement of a 28’ by 32’ structure 0’ from the
southerly and easterly road right-of-ways with the condition that before a site permit can be issued an existing shed,
located down by the water must be either removed or placed in a location that does not require a variance. Hardship
is a substandard lot of record. It was noted that ingress and egress to the proposed structure would be from the north.

Jack Hogberg, Bayport, MN, requested a variance of 25’ from the required ordinary high water level
setback of 100’ for a roofline change to a porch located 75’ from the ordinary high water level. The
property is described as a tract northeast of Lot 1, Clearwater Beach, Section 6 of Hobart Township by
Lake Six. The audience was polled with no one speaking for or against the request. After consideration, . ,
motion was made by Cecil Femling,.second by Frank Lachowitzer and unanimously carried, to approve a
variance of 25’ from the required ordinary high water level setback of 100' for a roofline change to a porch
located 75’ from the ordinary high water level. It was noted that the applicant’s proposed project will be no
closer to the ordinary high water level than the existing structure and that the applicant’s proposed project
consist only of modifications to an existing roof.

The property is described as Lots 11 and 12, Silent Point, West Silent Lake in Dora Township. The
audience was polled with no one speaking for dr against the request. After consideration, motion was
made by Cecil Femling, second by Randall Mann and carried with Mark Steuart voting no, to approve a
variance of 20’ from the required road right-of-way setback of 20’ for the placerrient of a 28’ by 32’ structure :

Donald and Suzanne Tirk- Approved with condition.
Donald and Suzanne Tirk, Pelican Rapids, MN, requested a variance for a 7.5’ encroachment into the
highway right-of -way to accommodate our holding tank for our septic system. The property is described
as Lot 1, Erickson’s Addition and part of Reserve Lot A, King’s Addition to Clear View, Pelican Lake in
Scambler Township. A letter from Richard West, County Engineer, supporting the applicants’ request, with
the condition that at such time CSAH No. 20 is reconstructed the applicants are;responsible for any
damage cause to said tank and for all costs of the removal, replacement and relocation of the holding tank,
was read for the record. Letters from Harold Hanson and Robert and Susan Poolman in favor of the
applicants’ request were also read for the record. The audience was polled with no one speaking for or
against the request. After consideration, motion was made by David Holmgren, second by Cecil Femling
and unanimously carried, to approve a 7.5’ encroachment into the highway right-of-way to accommodate
the applicants’ holding tank with the condition that at such time CSAH No. 20 is reconstructed the
applicants shall be responsible for all the costs associated with the’removal, replacement and relocation;of ,
the holding tank. Granting this variance will provide the applicant with the ability to enjoy the same rights
and privileges as others in the immediate area. It was noted that a licensed installer has recommended
this location. The applicants’ lot is also a substandard lot of record.

Motion was made by Cecil Femling, seconded by Bert Olson and unanimously carried to approve
a variance of 25’ on the north and a variance of 7' on the west from the required ordinary high
water level setback of 100' for the construction of a 20' by 24' addition to an existing cabin.
The addition will not be any closer to the lake on the north side of the cabin than the existing
structure and a 7’ variance on the west is not out of orcter.

Sadie C. Haarstick - Approved
Sadie C. Haarstick. Pelican Rapids, MN, requested a variance to split off a parcel of less than 2.5
acres, The newly created parcel will be surveyed and have 100+ feet of water frontage and
more than 20,000 square feet of area meeting the minimum ordinance requirements for a
platted lot on a general development lake. The property is described as part of Government Lot
3, Section 16 of Dunn Township on Fish Lake. The audience was polled with no one speaking for
or against the request. After consideration, motion was made by Craig Anderson, seconded by
Cecil Femling and unanimously carried, to approve the variance to split off a parcel of less than
2.5 acres with the condition that a registered surveyor drawing will be provided at the time of
recording and that the remaining 260 feet of this parcel cannot be subdivided into any additional
smaller parcels. The parcel being created by this plat does meet the subdividing ordinance in
that it has access to a public road and has both the required lake frontage and area for a platted
lot on this lake.
Wayne and Marilyn Horgen - Approved
Wayne and Marilyn Horgen, Fergus Falls, MN, requested a variance of 8' from the required
ordinary high water level setback of 75' for the construction of an 8' by 1 addition to the
backside of an existing cabin. This addition will connect the existing structure with a new
structure that is being built that meets all of the setback requirements. The property is
described as Lots 15 and 16, Girard Beach, West Battle Lake in Girard Township, The audience
was polled with no one speaking for or against the request. After consideration, motion was
made by Craig Anderson, seconded by Cecil Femling to grant the applicant to build with a setback
of 75' or up to what the string line test would permit if that is closer to the lake than the 75'.
After additional discussion Craig Anderson and Cecil Femling withdrew their motion. After
additional consideration, motion was made by Craig Anderson, seconded by George Walter and
carried with John Everts voting no, to approve the variance as requested as the new structure
will be no closer to the lake than the existing structure.
Harold D. FJerstad - Approved
Harold D. FJerstad. Osseo, MN, requested a variance of 25' on the north and a variance of 7' on
the west from the required ordinary high water level setback of 100' for the addition of a 20' by
24'addition to an existing cabin. The property is described as Lots 11 and 13. Silent Point,
West .Silent Lake in Dora Township. The audience was not polled as there was no one present at
the time of the hearing. After consideration, motion was made by Cecil Femling, seconded by
Bert Olson and unanimously carried to approve a variance of 25' on the north and a variance of
7' on the west from the required ordinary high water level setback of 100' for the construction
of a 20' by 24' addition to an existing cabin. The addition will not be any closer to the lake on
the north side of the cabin than the existing structure and a 7' variance on the west is not out of
order.
