Dear Mr. Hageman:
In applying the reductions to the concrete and gravel drive you had given me over the phone today I discovered a
miscalculation on our drawing.
We had included that portion of your planned drive access which lies between your property line (the road right-of-way
line) and the existing roadway surface to the west into your impervious surface percentages over your property. This area
should not have been included in those calculations.
As a result, our value shown on the drawing of 1,856 square feet (the combination of the proposed drive access and pad
and concrete walks) should have read 1,466 square feet. In following this through, the impervious surface percentage on
the drawing and plan which was approved at the May 8* Planning Commission meeting should have been 23.0% rather
than the 25.0% shown.
This is lower than the 23.8% condition placed on your approval the night of the meeting. Therefore, you would not need
to make any modifications to the drawing as submitted in order to meet your condition of approval.
However, you may choose to implement some or all of the reductions you had given me, bringing the percentage down
further still and providing more pervious surface for any potential runoff.
Please call Bill at the Land and Resource office to confirm that your condition of approval has been met.
Although this is certainly good news, I do apologize for the inconvenience this has caused you.

Planning Commission Recommendations
Preliminary Plat & Conditional Use Permit - Cross Point Addition and Resort/Daniel & Jane Wood:
Motion by Rogness, second by Lindquist and unanimously carried to approve the Preliminary Plat entitled
“Cross Point Addition" consisting of two single family residential lots with a condition as recommended by
the Planning Commission. The motion also approves a Conditional Use Permit to operate Cross Point
Resort which is downsizing from 28 sites to 13 sites as presented. The project includes a two year
completion timeframe. The property is described as Pt of GL 1 ex tr ex platted, Section 5 of Maplewood
Township; Lida (56-747), GD.
Conditional Use Permit - Tom & Pauline Parish:
Motion by Froemming, second by Johnson, and unanimously carried to approve a Conditional Use Permit
for topographical work to prepare for a building site as presented in the Revised Drawing dated March 6,
2013 along with the house plan and drawing received at the May 8, 2013 Planning Commission meeting.
The project is located on Lot 7 Mrugalas Beach, Section 28 of Girard Township; West Battle Lake

Conditional Use Permit - Elks Lodge 1093 & Duane Hanson:
Motion by Lindquist, second by Froemming, and unanimously carried to modify existing Conditional Use
Permit #6532 as requested because of a subdivision of property in CY2012 which was approved by the

Conditional Use Permit - Sunshine Villa/Ronald & Jean Lemire:
Motion by Rogness, second by Johnson, and unanimously carried to approve a Conditional Use Permit to

and fill plan for a wood frame pole shed with steel siding on a concrete slab with storage
area and living quarters. Projected volumes of 375 cubic yards of cut and 200 cubic yards
of fill. Excess fill will be hauled offsite or used to construct a retention berm 2.5 feet high.
Requesting to construct 125 feet of concrete retaining wall with top 1 foot higher than
outside grade. Requesting to construct 6 rain gardens for infiltration of storm water runoff.
The property is described as Lots 41, 42, & 43 BIk 2, Crystal Beach, Section 24 of Dora
Township: West McDonald Lake (56-386), RD.
Erica & Robert Hageman and Glenn Howe (Anderson Land Surveying) represented the
Application.

Hilarion Woronzoff-Dashkoff et al - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): To construct a
16 foot wide driveway (includes 2 foot shoulders), approximately 1456 feet long for access
purposes and a 16 foot wide driveway (includes 2 foot shoulders) approximately 60 feet long
for turnaround purposes, all within 1000 feet of North Turtle Lake. Estimated volumes are
10,700 C.Y. of cut and 3,000 C.Y. of fill for the 1456 foot long driveway and 1,050 C.Y. of
cut for the turnaround. Extra fill will be used to: 1) Flatten out some ditch slopes to improve
erosion control. 2) Construct berms to direct ditch flow and to create shallow storm water
retention areas. 3) Will access a proposed building site area (none planned at this time).
The property is described as Pt GL 2, 6.06 AC, Section 30 of Everts Township: North Turtle
Lake (56-379), NE.

Application.
Carrie Bende had some questions regarding location of the proposal.
Motion: A motion by Wass, second by Larson to approve as presented, provided that if any
portion of the project crosses the wetland, approval through the Wetland Conservation Act
must be received: the Permit will be valid until October 1, 2014. Voting: All Members in
favor.
Monica Kaiser (JL Crew LLC / Buyer) - Tabled to June 12, 2013:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Reception &
Event Center in barn and proposed patio area with previously approved Gift Shop in log
cabin. Add 30’ x 30’ patio + overhead deck on west end of barn: no additional signage.
Parking: 20 - gravel surface existing between barn & log cabin, 80 - Grass area on east
corner/side of property for larger reception events only. Hours: Reception Center - 7:00 AM
to 12 midnight. Gift Shop - 10:00 AM to 6:00 PM. NOTE: This application is a modification
to an existing Conditional Use Permit. The property is described as Pt NW1/4 SW1/4 & pt

Dear Mr. Hageman:
Congratulations on receiving the Planning Commission’s recommendation for approval on your project.
You do need to reduce your proposed impervious surface values, as presented the night of May 8, 2013, by 233 square feet or more. A
reduction of 233 square feet will leave you with a total impervious surface value of 4574 square feet (4807 - 233 = 4574) resulting in
an impervious percentage of 23.8 as recommended by the Planning Commission.
I offer a few possible scenarios to accomplish this. You may choose a combination of the following or come up with your own
reduction plan.
1) Reducing the width of the proposed driveway by 2 feet on each side results in an impervious surface reduction of 88 square
feet.
2) Eliminating the 2.5 foot wide sidewalk on the north side of the building results in an impervious surface reduction of 110
square feet.
3) Eliminating the 2.5 foot wide sidewalk on the south side of the building results in an impervious surface reduction of 110
square feet.
4) Eliminating the 2.5 foot wide sidewalk on the east side of the building results in an impervious surface reduction of 172
square feet.
5) The perimeter of the entire 2.5 wide sidewalk around the north, east and south side of the building is 160 feet. A reduction in
width of 0.5 feet around the entire perimeter results in an impervious surface reduction of 80 square feet.
I would also like to take this opportunity to once again stress the importance of having your sewer designer mark out the area
necessary for the proposed sewer system and then protecting that area from any soil disturbance or compaction by construction work
and traffic. I have found orange plastic mesh snow fencing works very well in these cases.
Remember to keep the proposed drain field out of the area where you will be directing any overland flow resulting from your
proposed building and earthwork.
