Larry A and Rachel K Grieger - Approved the variance as requested. (8:30 p.m.)
Larry A and Rachel K Grieger, part of Government Lot 4, Section 15 of Pine Lake Township by Big Pine
Lake, requested a variance of 45' from the required ordinary high water level setback of 75' for the
enclosure of an existing 4' by 10’ porch 30’ from the ordinary high water level. Chairman Mann polled the
audience with no one speaking for or against the variance as requested. After discussion and
consideration, Cecil Femling made a motion, seconded by Michael Conlon and unanimously carried, to
approve a variance of 45’ from the required ordinary high water level setback of 75’ for the enclosure of an
existing 4’ by 10’ porch 30’ from the ordinary high water level. The Board noted that the applicants'
proposed project is no closer to the ordinary high water level than the existing structure, the area is already
covered and the proposed project is within the current building footprint.
Linda M Siggerud - Approved as modified with a condition. (8:33 p.m.)
Linda M. Siggerud, part of Government Lot 5, Section 6 of Amor Township by Dead Lake, requested a
variance to have a substandard back lot declared a buildable lot for nonresidential development. Charles
Siggerud appeared along with the applicant. Chairman Mann polled the audience with no one speaking for
or against the variance as requested. An email from Rob and May Noebel in support of the variance as
requested was read for the record. After discussion and consideration, motion was made by Randall
Mann, seconded by Michael Conlon and carried with Cecil Femling voting no, to approve the placement of
a camper on this back lot with the condition that the camper cannot be connect to a septic system and with
the condition that the variance approval terminates and the camper must be removed whenever the
ownership of the property changes or if a garage/storage shed/other nonresidential structure is placed on
this back lot. The Board noted that this variance approval does not grant directly or indirectly any other
variances for the placement of this camper on this lot. The Board also noted that they would rather grant
this variance for the back lot then to consider a variance for an addition to the applicant’s 66’ lake lot.
Karsten Hordvik - Approved the variance as requested. (8:48 p.m.)
Karsten Hordvik, Lot 26 Block 3, Crystal Hills, Crystal Lake in Lida Township, requested a variance of 3’ 5”
from the required road right-of-way setback of 20’ for the placement of a 17’ by 22’ garage 16’ 7” from the
road right-of-way. Chairman Mann polled the audience with no one speaking for or against the variance as
requested. After discussion and consideration, Paul Larson made a motion, seconded by Cecil Femling
and unanimously carried, to approve a variance of 3' 5” from the required road right-of-way setback of 20’
for the placement of a 17’ by 22’ garage 16’ 7” from the road right-of-way. The Board noted that the
applicant should be aware that the Township is not responsible for any damage caused to the proposed
structure due to the normal maintenance of the road by the Township.
Dave and Sonja Kosler - Approved the variance as requested with a condition. (8:55 p.m.)
Dave and Sonja Kosler, Lots 7 and 8 Peaches Silent Lake Beach, East Silent Lake in Dora Township,
requested the following: to allow addition being built on rear of house (not on lake side) to cross over string
line by approximately 7'. Chairman Mann polled the audience with Wes Tweeton, Contractor, speaking for
the variance as requested. A letter from Linda Kachelmyer in support of the variance as requested was
read for the record. After discussion and consideration, Paul Larson made a motion, second by Steve
Schierer and unanimously carried, to approve the proposed development as requested and as depicted on
the applicants’ drawing with the condition that an existing 6’ by 14’ shed must be either removed or placed
in a complying location behind the applicants' existing dwelling.

Re: David and Sonja Rosier Variance Application
Dear Sirs:
I own Lot 9 Peach’s Silent Lake Beach, the property adjacent to David and Sonja
Rosier’s home on East Silent Lake. I have no objection to a variance being granted
for the construction of their home addition.
Because this construction does not interfere in any way with the aesthetic quality of
the area, I am in favor of this project continuing as it was originally begun.
Sincerely,
Linda Rachelmyer

Otter Tail County Board of Adjustment
re: Site Permit #21218 and variance application for:
Lake 517, Section 34, Township 136, Range 41, Lot 7, 8
Dora Township, East Silent Lake, Silent Lake Beach
Dear Sirs,
Construction started on a 20 x 26 foot addition to our existing one bedroom home based on the
issuance of site permit number 21218. This is a RD lake with a 100’ setback. Our lot is only
122.23’ deep. The addition was to be constructed behind the existing home toward a privately
maintained road, 62’ from the lake and 12’ outside the Shore Impact Zone.
This construction stopped when a county inspector questioned the “string test” results. It
appears the issue is with the residence on adjacent lot 6: The first building there is 77’ from the
lake and 8’ from the property line, however it has an addition which is 15’ 7” from the property
line and only 50’ from the lake. This 7’7" notch distorts the structure’s actual setback from the
ordinary high water level.
Even with our small lot, we have attempted to comply with all lakeshore regulations. We have
previously abandoned three shallow wells, a septic system, a second floor residence, and two
out-houses. We installed a septic system to code long before being required to do so. We have
created a buffer zone between the lake and the yard. We have even salvaged and reused
shake siding to preserve bat habitat. This project initially included a 20 x 42’ addition toward the
road and a 20 x 25’ addition parallel to the lake. After considering the impact zone and loss of
trees, the 1,340 square foot project was severely scaled back to the present 520’ footprint.
We are asking that you consider:
• there is a hardship of a substandard lot of record
• the proposed addition is at the furthest possible point from the ordinary high
water level
• there is no other location outside the shore impact zone for expansion
• the structure on adjacent lot six is only 50’ from the lake; this addition would
be set back an additional 12’
• the addition will be further from the ordinary high water level than all other
residential structures on the beach
• granting this variance would permit land use in harmony with the general purposes and
intent of the Shoreland Management Ordinance
• granting of the variance would not alter the existing and essential characteristics of the
property
• granting the variance will secure rights enjoyed by other owners bn the beach
• granting the variance would not be contrary to the public interest
• granting the variance would not damage the rights of other persons in the neighborhood
• granting the variance would not damage property values in the neighborhood
• granting of this variance would be consistent with past actions of the Board

David and Sonja Kosler - Approved
David and Sonja Kosler, Dent, MN, requested the following:
To combine Lots 7 and 8, Peach’s Silent Lake Beach into one lot for the purpose of converting the seasonal cottage on
Lot 7 into a year round permanent dwelling. The applicants’ are proposing an addition to the existing dwelling on Lot 7 by
extending the existing wall 9’ parallel to the ordinary high water level, the construction of a 22’ by 24’ garage on Lot 8 and
the conversion of the existing dwelling on Lot 8 into a storage structure by the removal of the second story, by the
removal of all plumbing within the structure and by the addition of a flat roof with a deck. It should be noted that three
existing shallow wells will be replaced by a deep well and two existing septic systems will be replaced by a new system
constructed to code. A variance from the shore impact zone setback and from the ordinary high water level setback is
required.
The property is described as Lots 7 and 8, Peach’s Silent Lake Beach, East Silent Lake in Dora Township.
The audience was polled with no one speaking for or against the request. After consideration, motion was made Craig
Anderson, seconded by Randall Mann and unanimously carried, to approve the variance as stated with the condition that
the proposed 22’ by 24’ garage can be no closer than 20’ to the road right-of-way and with the provision that the existing
dwelling on Lot 8 must be converted into a storage structure, as stated in the request, by June 1st, 1997. Hardship being
pre-existing structures and substandard contiguous lots of record. It should be noted that the applicants are considering
reducing the size of the addition to the existing cottage by 2’ on the road side and are considering moving the proposed
garage 8’ closer to the road right-of-way.
Fred Bauck - Approved
Fred Bauck, Frazee, MN, requested a variance for two additions to an existing structure located within the shore impact
zone. One addition would be approximately 8’ by 22’ and the other addition would be approximately 40 square feet. The
existing dwelling appears to be 60’ from the ordinary high water level. The required shore impact zone setback is 100’
and the required ordinary high water level setback is 200’. The property is described as Lots 26 and 27, Plainview Sandy
Beach, Kerts Lake in Edna Township. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Randall Mann, seconded by John Everts and unanimously carried, to approve a
variance for an 8’ by 12’ addition and for a 40 square addition to an existing stnjcture located within the shore impact
zone. It was noted that the additions will be no closer to the ordinary high water level than the existing stnjcture and the
overall foot print of the applicant’s dwelling will not change significantly.
