small engine repair application in 2 years, maximum 28' x 40'
building. Beauty shop approved for a one person operation with
no additional employees. Mr. & Mrs. James Reger, Omar Tweeton,
Gordon Havery and Robert Bjork spoke in opposition to the
• application.
Voting! All members in favor.
Approved: A motion by Hatling, second by Lachowitzer to approve an over-
the-counter conditional use application for the Otter Tail County
Highway Department at Phelps Mill Park to fill divots, top dress
the area and fill tree stump divots to allow permission to do
this work after 9-1-87 through 12-15-87, which is 400 feet from
the river.
Voting: All members in favor.
A motion by Stringer, second by Femling to deny the conditional
use application of Gerald Ankerfeldt on Stuart Lake, No. 56-191,
RD, as requested. Motion amended by Stringer, seconded by Olson
to include the following reasons for denial: 1. Ice ridge is
not an unusallly high ice ridge and necessary for the continued
protection of property owners property. 2. The bog is an
existing filtering basin and should not be destroyed. 3.
Regarding exhibit C - too steep of a slope and fragile soil for
type of proposal made here for predictable erosion to be
controlled.

Approved; A motion by Femling, second by Stringer to table the conditional
use application of Tom Loeffen on Big Fine Lake, NO. 56-130, GD,
Sec. 21 of Pine Lake Twp. until the 8-19-87 or 9-2-87 meeting of
the Planning Commission subject to the applicant obtaining
assistance from the Soil Conservation Service and getting their
recommendations for controlling erosion and to be forwarded to
the Planning Commission.
Voting: All members in favor.
Approved: A motion by Femling, second by Hatling to approve the conditional
use application of William Langenwalter on Pickeral Lake, Mo. 56-
475, RD, Sec. 14 of Maine Twp. with a 2 1/2 foot cut at the house
and no more than 5 inches toward the lakeshore. Excavation will
stop on edge of bank 50 feet from the lake. Pete Pederson spoke
to the commission.
Voting Yea: Femling, Hatling, Lee, Olson, Schwartz and Stringer.
Voting No: Lachowi<zer and Petterson.
A motion by Lachowitzer, second by Lee to deny the application
for conditional use of G.L. Wiltse on West Silent Lake, No. 56-
519, RD, Sec. 31 of Dora Twp. as it is in the jurisdiction of the

placing fill in the lake.

A motion by Stringer, second by Petterson to approve an amendment
to the conditional use of John Finnegan on West Battle Lake, NO.
56-239, GD, Sec. 33 of Girard Twp. for a fill area of 44' x 60'.

A motion by Lachowitzer, second by Olson to pass a motion
regarding Adams Addition that Lot 2 of Adams Addition was
approved as a buildable lot subject to zoning regulations of the
Shoreland Management Ordinance and that the Board of Adjustment
be notified of this action.
Approved;
Voting : All members in favor.
Cecil Femling expressed real concern regarding the use of the grandfather
clause relative to building and other work which may be under the advise of
the Shoreland Management staff. (Regarding Dombeck lot on West Silent Lake).
A motion by Lachowitzer, second by Lee to adjourn the meeting at
11:30 P.M. and set August 19, 1987 for the next meeting.
