Iw.'- Attention: Bill Kalar Assistant Administrator Conditional Use Permit #3450 on West silent Lake (56-519) Re: Dear Mr. Kalar: I am in receipt of your letter dated September 29, 1987, concerning the fill which was placed on the Harris', Moltzan's, and my lot. There was very little fill placed on my lot and I don't think it slopes to the road. However, I would recommend that the fill be allowed to settle over the winter, and that you take another look at the situation in the Spring. The only reason any fill was placed on the North edge of my lot was to prevent me from having a low spot after Harris and Moltzan filled their lots. I never had a problem in that area before, but it was assumed that I would have a problem if they were allowed to fill their lots without putting a little additional fill on the edge of mine. Without that fill, the North edge of my lot would have become the lowest area and it would have collected the runoff. Moorhead, MN 56560 Conditional Use Permit #3450 for lot on West Silent Lake (56-519).RE: Dear Mr. Landberg: On September 17, 1987 our office conducted an onsite inspection of your property. This inspection revealed that too much fill material had been placed on your property. Conditional Use Permit #3450 (copy enclosed) required that all fill material remain at least one (1) foot below the existing road grade. This provision was apparently not followed since the total fill project (yours, Moltzan's and Harris') now slopes to the road. Since this is the case, water runoff now appears to be directed over the public road which may result in it being damaged.
