(8:05 p.m.) After consideration, Paul Larson made a motion, second by Michael Harris and unanimously carried, to approve a variance of 61.5' from the required ordinary high water level setback of 100’, a variance of 11.5’ from the required shore impact zone setback of 50’ and a variance of 1’ from the required side lot line setback of 10’ for the addition of a second story to an existing 20’ by 32’ dwelling 38.5’ from the ordinary high water level and 9’ from each side lot line with the condition that no more than 25% of the total eligible lot area can be covered with impervious surfaces. The practical difficulty/hardship is a substandard lot of record. August 12, 2008 Joyce Thompson After receiving and reviewing the Variance Application submitted by Randy 8e Sara Garrett I contacted them by phone. I spoke with Randy and explained that they Variance Request needed to be clarified as to what they were proposing to do. He said that they have a 20’ x 32’ existing cabin and they want to add a 2"<i story to it. They existing cabin is 38.5 from the OHWL as determined on site by Mark Ronning (08/05/08) and it is also only 9’ from each side lotline. I asked him if he wanted me to amend the request to add the details for clarification and he gave me permission to do so. I read the amended statement to him and he agreed that it was accurate. We also discussed the Impervious Surface Coverage. The scale drawing and the impervious worksheet do not reflect a driveway or parking area. I explained to Randy that the SMO effective 05/01/08 requires that a driveway area be calculated on a lot where none may be evident. He explained that they park their vehicle at the back of the lot along the road right of way and do not drive onto the lot itself. I told him that he would still need to allow for a driveway area (12’ wide) from the ROW to the dwelling. He said that he would prefer to keep the parking area at the ROW where they park now. I asked him what size the parking area is and he said he figured it to be 12’ x 12’ (one vehicle). I told him that he would need to amend the scale drawing to show that particular parking area before we could process any permits. I told him that I would amend the Impervious Surface Worksheet to allow for the addition of 144 ft^ of area for the parking space as per our telephone conversation. This puts his Impervious Cover Ratio at 24.8% (25%). He agreed to this, also. After our conversation ended I amended the Variance Request as agreed upon and also amended the Impervious Calculation Worksheet as agreed - however I did not amend the scale drawing as that is I something Randy Garrett must do.li] Action / Com ments. p;m _ I April 24, 2009 Michelle J. I spoke with property owner Randy Garrett this morning concerning the impervious surface coverage of the lot on Big McDonald lake. Per Variance approval the impervious surface of the lot can not exceed the 25% allowed. Per site inspection by SE and DG the impervious surface calculated out to be 26.6% 84.5sq ft over the allowable coverage. I informed Mr. Garrett of this information and explained that he would need to remove at least 84.5sq ft of impervious surface, once he has done this he would need to inform us that it is complete, we would then need to go on site and verify prior to issuing the site permit for the new addition (second story) construction.
