Motion by Huebsch, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to install a wind generator with conditions as recommended by the Planning Commission. The
property is described as GL 7 & SWy4SEV4 (66.25 AC), Section 36 of Dora Township: Pine Lake
(56-384), NE & Star Lake (56-385), GD.
Conditional Use Permit - Ricky & Tami Leitch/’Tami’s Country Curl":
Motion by Lindquist, second by Erickson, and unanimously carried to approve a Conditional Use
Permit for a business named “Tami’s Country Curl" with a condition as recommended by the Planning
Commission. The property is described as Part EV2SWy4 (22.33 AC), Section 13 of' Dane Prairie

Conditional Use Permit - Amor Township:
Motion by Froemming, second by Lindquist, and unanimously carried to approve a'Conditional Use

Conditional Use Permit - Otter Tail County Highway Department:
Motion by Huebsch, second by Erickson, and unanimously carried to approve a Conditional Use
Permit for a drainage project to drain into Opperman Lake as part of the County Highway 88 project
with conditions as recommended by the Planning Commission. The project is located at County
Highway 27 adjacent to GL 4, Section 26 of Fergus Falls Township; Opperman Lake (56-865), GD.
Conditional Use Permit— Trondhiem Township:
Motion by Lindquist, second by Erickson, and unanimously carried to approve a Conditional Use
Permit for a Hovland Lake drainage improvement project with conditions as recommended by the
Planning Commission. The project is located in the SEy4 Section 25 of Trondhjem Township & SV\IVa,
Section 30 & 32 of Erhards Grove Township; Hovland Lake (56-1014), NE & Knobel Lake (56-910),
NE and Unnamed Lake (56-911), NE.
Closed Session for Performance Evaluation
At 11:35 a.m.. Chair Froemming declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of evaluating the performance of Solid Waste
Director, Mike Hanan, pursuant to M.S. Chapter 13D.05 Subd. 3. All five seated commissioners were
present for the evaluation. A summary of performance conclusions will be provided at the next
regular County Board meeting.

Meeting of the Otter Tail County Planning Commission was held on June 9, 2010 at 6:30
P.M. in the Commissioner's Room, Government Services Center, Fergus Falls, Minnesota.
Roll Call:
Members Present: Rod Boyer, Marion Gill, Bert Kinzier, Joe Maske, Robert Schwartz, Rick
Wilson and Leona Zimmerman.
Members Absent; Ken Erickson, Bert Olson and David Trites.
David Hauser represented the County Attorney's Office and Tim Griep represented the
Land & Resource Management Office.
Minutes of May 12, 2010: A motion by Gill, second by Maske to approve the May 12,
2010 Minutes as presented. Voting: All members in favor.
Barbara Boock et al % Ernest Sandahl - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Maintenance
to existing driveway - Class 5, 10' by 1240’ by 6” depth. Fill total - 700 yards. 2 areas of
low require 350 cubic yards of pit run fill before class 5. The property is described as
SE1/4 SW1/4 and Lot 4 (71.16 AC), Section 18 of Folden Township; Unnamed Lakes (56-
135), NE& (56-101), NE.
May 12, 2010 Motion: A motion by Wilson, second by Maske, to table (at the Applicant’s
request) to the June 9, 2010 meeting.
Chad FelstuI (Attorney), Ernest Sandahl, Harvey Sandahl and Barbara & Ron Boock
represented the Application.
Motion: A motion by Schwartz second by Maske to approve as presented; reasons being:
1. This request is for a driveway, and there is not any proposed development shown in this
project. 2. The proposed driveway is suitable to the area. 3. The driveway does not
appear to be placed in a delineated wetland. 4. There have not been any environmental
impacts identified. Note; All requirements of the Wetland Conservation Act must be
followed. Voting: All members in favor, except Zimmerman.
Barrie & Peggy Meissner - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Installation
of wind generator on a 90’ tower. Location will be on top of hill 460’ north of lake, 450’ from
road to N, 750’ to road to E and 1,900’ to Eberts Resort access road to west. If generator
is no longer going to be used the tower and generator will be removed. The property is
described as GL 7 & SW1/4 SE1/4 (66.25 AC), Section 36 of Dora Township; Pine Lake
(56-384), NE & Star Lake (56-385), GD.
Bill Boedigheimer and Barrie & Peggy Meissner represented the Application.
