AIS Specialist Position
Motion by Rogness, second by Huebsch, and unanimously carried to approve a new position, Aquatic
Invasive Species (AIS) Specialist, in the Land & Resource Management Department funded through the
Local AIS Prevention Aid as presented by the Human Resources Director. Ms. Hansen will schedule a
meet and confer with the Government Services Technical (GST) union.
Class Action Lawsuit Settlement
Motion by Huebsch, second by Froemming, and unanimously carried to accept a class action settlement
check, in the amount of $21.89, in the matter of time sensitive delivery of packages by the United Postal
Service (UPS).
Planning Commission Reappointments
Motion by Johnson, second by Huebsch, and unanimously carried to reappoint Brent E. Frazier (District 2)
and Jack Rosenthal (District 1) to the Otter Tail County Planning Commission effective January 1, 2016 for
a three year term.
Planning Commission Recommendations
Conditional Use Permit - Lance Bergstrom:
Motion by Rogness, second by Froemming, and unanimously carried to approve a Conditional Use Permit
for an after-the-fact earth moving project as submitted on the revised plan received by the Land &
Resource Management office on September 23, 2015. The Landscape Architect must oversee the project
and the project may not begin prior to April 15, 2016. The project is located in Pt of NW%NE% & GL 1,
Section 10 of Eagle Lake Township: Eagle Lake (56-253), GD.
Conditional Use Permit - Patrick S. & Pamela Honer
Land & Resource Director, Bill Kalar reported that the Planning Commission recommended denial of this
after-the-fact request to remove an ice ridge and place spoils in a wetland. Lengthy discussion took place
with the applicants regarding the ice push that caused the debris and the high ridge, the need to move their
dock away from the public access side of the property and the Wetland Conservation Act. Motion by
Johnson, second by Rogness, and unanimously carried to deny this project as presented. The Land &
Resource office will work with the applicants to develop a restoration plan regarding the ice ridge and
space for their dock. The applicants will work with WCA officials regarding restoration of the wetland. The
project is located in Pt GL 1, Section 35 of Dora Township: Star Lake (56-385), GD.
Preliminary Plat & Conditional Use Permit-Wvlie’s Realianment/Susan Risher & Martv & LaRae Danielson:
Motion by Froemming, second by Johnson, and unanimously carried to approve the Preliminary Plat
known as “Wylie’s Realignment” consisting of 2 single family residential lots and 1 non-residential lot and a
Conditional Use Permit to build a road to service the plat as submitted in a revised plan dated October 14,
2015. Work is authorized this fall prior to November 15, 2015. The project is located in Part of GL 3 and
Lots 1-6, Rose Lake Beach Wylie’s Addition, Section 22 of Hobart Township: Rose Lake (56-360), RD.
Preliminary Plat - Lenius Beach Backlots Addition/Linda J. Miller and Dale & Karen Bucholz:
Motion by Huebsch, second by Rogness, and unanimously carried to approve the Preliminary Plat titled
“Lenius Beach Backlots Addition" consisting of 3 non-residential backlots to be permanently attached to
riparian lots as presented and recommended by the Planning Commission. The project is located in Pt of
GL 4, Section 2 of Edna Township: Little McDonald Lake (56-328), GD.
Conditional Use Permit - Bernie & Rhonda Ness:
Motion by Huebsch, second by Johnson, and unanimously carried to approve a Conditional Use Permit for
this topographic alteration project to reshape the shore impact zone to direct drainage away from the lake
as presented and recommended by the Planning Commission. The project is located on Lot 8 BIk 1 Scalp
Lake Acres, Section 7 of Hobart Township: Scalp Lake (56-358), RD.

Permit Application (as stated by the Applicant on the Application): We are requesting a
Conditional Use Permit in order to move material from our adjacent backlot property to build
new public road as depicted on Preliminary Plat of Wylie’s Realignment (on file at Land &
Resource Mgt. Office). New road will be 400’ in length with a maximum of 5’ of fill. The
project is located in Part of GL 3 and Lots 1-6 Rose Lake Beach Wylie’s Addition, Section
22 of Hobart Township; Rose Lake (56-360), RD.
Josh Pfeffer (Meadowland Land Surveying), Larry Madson, Marty & LaRae Danielson
represented the Application.
Shannon Charpentier had questions regarding the proposed road vacation.
Motion: A motion by Wass, second by Bailey to approve the revised plan dated October
14, 2015, as requested and to allow the removal of the Wild Rose Trail on proposed Lot 1
BIk 1, allowing the work to be done up to November 15, 2015. Voting: All Members in favor.

A Preliminary Plat of “Lenius Beach Backlots Addition” consisting of 3 Non-Residential

GL 4, Section 2 of Edna Township; Little McDonald Lake (56-328), GD.
Dan Hanson (Moore Engineering), Dale Bucholz and Mark Bondy represented the
Application. Dan Hanson explained that the property owner on the Application was incorrect
and should have been James & Janet McLeod et al.

Bemie & Rhonda Ness - Approved As Presented:

Remove existing gravel parking, remove ice ridge, construct water retention facility in

Minutes of September 9. 2015: A motion by Gabe, second by Frazier to approve the
September 9, 2015 Minutes as presented, provided they include the next meeting date as
October “14", 2015. Voting: All members in favor.
Lance Berastrom - Approved As Presented :
A Conditional Use Permit Application (as stated by the Applicant on the Application): This is
an After-The Fact Request. Clean up and grade the landslide that happened in 2007 from
previous owner leaking water main. Reseed and hay to encourage plant growth on
denuded bluff. Move rocks to help prevent future erosion. Install silt fence. Moved some
rocks so shoreline can be walked on without tripping. Remove buried dock under the
landslide. Reseed entire area with erosion control seeds from Agassiz Seed, fast growing,
large root system, clover. The project is located in R of NW1/4 NE1/4 & GL 1, Section 10 of
Eagle Lake Township; Eagle Lake (56-253), GD.
Motion - April 15. 2015: A motion by Trites, second by Bailey to table to August 12, 2015
(as requested by the Applicant) to allow the Applicant the opportunity to seek guidance from
Soil & Water Conservation District (SWCD) personnel (or other professionals) to inform the
development of a comprehensive stabilization/restoration plan; plan must be received by
Land & Resource no later than July 24, 2015.

2015 (as requested by the applicant) to provide a detailed plan to stabilize the bank; plan
must be received by Land & Resource no later than September 23, 2015.
