Brad Rutter- Approved the variance as modified. (8:24 p.m.)
After consideration and discussion,-Steve Schierer made a mption, second by Michael Harris and unanimously
carried, to approve the proposed subdivision with the following modifications; 1.) the line of proposed Tract B, which is
most parallel with West Silent Lake, must have a straight continuous width of at least 300’, 2.) proposed Tract s must
contain at least 5 acres of area and,3;) proposed Tract A'must remain at least as large as it is currently-depicted on
the Registered Surveyor’s Drawing Number 283 dated November 14, 2006. The Board noted that the variance as
approved vyill provide the applicant with an opportunity to separate the lake frontage area from the back acreage
without creating a substandard back lot. Itshould also be noted that the variance as approved will created a lake lot
that exceeds the required area requirement for platted lots on a recreational development lake.

Charles and Brenda Minge- Denied. (7:58 p.m.)
Charles and Brenda Minge, part of the Northeast Quarter, Section 22 of Perham Township, requested the
following: “We are currently approved for 85 lots by the State of Minnesota for RV sites. We wish to make
these lots available for sale rather than rent. The lots are facilitated with sewer, electric, water, cable and
internet service. These lots would be for RV’s and Park Model Homes. Lots would have individual
descriptions and be taxed on an individual basis. Variance requested is to create 85 metes and bounds
tracts which do not comply with the required 2.5 acre lot size.” Brant Beeson, Attorney and Mark (not
certain of last name) appeared with the applicant at the public hearing. The audience was polled with
Robert Bigwood, Attorney, representing the Perham Township Board of Supervisors, expressing concerns
with the variance as requested and noting other procedures available to the applicants. The conditional
use permit issued by Perham Township was read for the record and Minnesota Chapter 87A was noted for
the record. After consideration and discussion, Steve Schierer made a motion, second by Cecil Femling
and unanimously carried, to deny the variance as requested as no adequate hardship unique to the
property had been shown that would allow for the granting of the variance as requested, approving the
variance as requested would establish precedence by creating grossly substandard metes and bounds
parcels and there are other alternatives (common interest communities, and planned unit developments)
that should be considered by the applicants.
Gutter - Approved the variance as modified. (8:24 p.m.)
Brad Rutter, part of Government Lot 10, Section 32 of Dora Township by West Silent Lake, requested the
following; “A proposed subdivision without platting in a nonconforming 131 foot wide lot, requirement is
150 feet. Existing buildings to remain. Remaining tract approximately 7.0 acres with 179 foot width at
setbacks and 80 feet south width increase to exceed 300 foot minimum requirement. Access to lake lot will
be from a 33’ wide easement following existing driveway. Lake lot and back lot exceed minimum area
requirements for West Silent Lake.” Chris Heyer, Surveyor, appeared with the applicant at the public
hearing. The audience was polled with Mary Ryan and Arland Oland (not certain of last name)
representing the Star Lake Property Owners Association seeking a greater understanding of the applicant’s
request. Letters from Jean A. Schmitz and Michael Wichmann and emails from Linda Friend, Dave
Wisnewski and Shawn Petermann opposing the variance as requested were read for the record. After
consideration and discussion, Steve Schierer made a motion, second by Michael Harris and unanimously
carried, to approve the proposed subdivision with the following modifications: 1.) the line of proposed Tract

Robert and Kathy Hoffert- Reconsideration and Modification of the November 2, 2006 Variance
Approval (8:45 p.m.)
November 2, 2006 Meeting -
Robert and Kathy Hoffert, part of Lot 20 and all of Lot 21, Echo Ranch Riviera Third Addition, Otter Tail
Lake in Otter Tail Township requested the following: We have to replace the worn out deck on our cabin.
On the west side we would like to screen it in with a roof due to loss of our shade trees in the storm last
year. We would like to make it 12’ by 24’ adding 4’ to the west which would be 35’ from the canal and add
a 12’ by 35.5’ open aired deck (south side) being approximately 35 to 36’ from canal. Required setback is
75’. The audience was polled with no one speaking for or against the variance as requested. After
consideration and discussion, Steve Schierer made a motion, second by Paul Larson and unanimously
carried, to approve an 8’ by 24’ screened in/enclosed deck on the west side of the existing structure and to
approve a 12’ by 31.5’ open aired deck on the south side of the existing structure.
