Motion was made by Randall Mann, second by Richard Sha and unanimously carried, to approve a yariance of 2.5’
from the required septic tank setback of 10’ for the placement of a 20’ by 22’ detached garage 7.5’ from the septic
tank. The placement of the proposed garage in this location will not create a public health issue, as the proposed
garage is approximately 40’ from the dwelling. Hardship is a substandard lot of record.

Wallace and Fernetta Brown - Approved as modified with a condition. (7:30 p.m.)
Wallace and Fernetta Brown, Lot 1, Blocki, Chuck’s North Shore View First Addition, Star Lake in Dora
Township, requested a variance of 5’ from the required side lot line setback of 10’ for the placement of the
southwest corner of a 22’ by 36’ garage 5’ from the side lot line. A letter from Donald D. Flach in opposition
to the variance as requested was read for the record. The audience was polled with no one speaking for or
against the variance as requested. After consideration and discussion, motion was made by Paul Larson,
second by Steve Schierer and unanimously carried, to approve a variance of 2’ 3” from the required side lot
line setback of 10’ for the placement of the southwest comer of a 22’ by 36’ garage 7’ 9” from the side lot
line with the condition that an existing 9.5’ by 10’ shed (located by the east property line) must be removed-
upon completion of the garage. Hardship is the angle at which the lot lines run from the road to the lake
and the terrain of the applicants’property.
Gregory D. and Cynthia D. Kiser - Denied. (7:40 p.m.)
Gregory D. and Cynthia D. Kiser, part of Government Lot 1, Section 36 of Maine Township by the Otter Tail
River, requested a variance of 25’ from the required ordinary high water level setback of 100’ for the
construction of a dwelling 75’ from the ordinary high water level. The audience was polled with no one ^
speaking for or against the variance as requested. After consideration and discussion, motion was made
by Cecil Femling, second by Steve Schierer and unanimously earned, to deny the variance as requested
as no adequate hardship unique to the property had been shown that would allow for the granting of the
variance as requested. It was noted that there is adequate room to construct the proposed dwelling 100’
from the ordinary high water level.

variance of 2.5’ from the required septic tank setback of 10’ for the placement of a 20’ by 22’ garage 7.5’
from the septic tank. The audience was polled with no one speaking for or against the variance as
requested. After consideration and discussion, motion was made by Randall Mann, second by Richard
Sha and unanimously carried, to approve a variance of 2.5’ from the required septic tank setback of 10’ for
the placement of a 20’ by 22’ detached garage 7.5’ from the septic tank. The placement of the proposed
garage in this location will not create a public health issue, as the proposed garage is approximately 40’
from the dwelling. Hardship is a substandard lot of record.
James C and Jayne M. Flaa - Denied the variance for the proposed addition. Tabled the balance of
the request. (7:56 p.m.)
James C. and Jayne M Flaa, Lot 6, Oakridge Beach, Otter Tail Lake in Amor Township, requested a
variance to add a 4-season porch over our existing walkout basement plus a small addition to the walkout
basement. The existing basement is 43’by 15’. The basement addition is 5’by 15’. The existing
basement is 19’ from the bluff so we are requesting a variance to add the 4-season porch and the small
addition to the basement. The audience was polled with no one speaking for or against the variance as
requested. After consideration apd discussion, motion was made by Steve Schierer, second by Cecil
Femling and unanimously carried, to deny the variance as requested for the small addition to the walkout
basement. After additional discussion motion was made by Steve Schierer to approve the addition of a 4-
season porch over the existing walkout basement with the condition that there could be no new excavation
for this development. This motion died for lack of a second. After additional consideration, motion was
made by Cecil Femling, second by Mark Steuart to deny the variance as requested for the addition of a 4-
seaon porch. During discussion this motion was withdrawn. After additional consideration and discussion,
motion was made by Randall Mann, second by Steve Schierer, with the verbal consent of the applicant, to
table this variance request until the October meeting of the Board of Adjustment for additional review by the
Land and Resource Department as to the exact location of the bluff.
