OTC Board of Commissioners’ Minutes November 20, 2012 Page 2 Public Health Department Contract Motion by Huebsch, second by Lindquist, and unanimously carried to approve the appropriate County Officials’ signatures to execute an Agreement between the Minnesota Department of Health and Otter Tail County Public Health to accept a grant, in the amount of $225,000, for fiscal year 2013 to address electronic health information exchange. The agreement is a collaboration of nine health agencies working through the Office of the National Coordinator for Health Information Technology. Public Health Director, Diane Thorson also updated the Board regarding other grant funding available due to the new four county community health services collaboration. 60-Bed Chemical Dependency Facility Motion by Froemming, second by Huebsch, and unanimously carried to accept a settlement agreement and participate in the agreement wherein Otter Tail County settled claims with Comstock Construction and Young and Associates with regard to the drainage and windows at the 60-Bed Chemical Dependency Facility. Not included in the settlement is the HVAC claim, and arrangements will be made to pursue the claim against the engineer. Otter Tail County will pay $35,000 to Comstock Construction to settle payments under the contract and Otter Tail County will receive from Comstock Construction and Young and Associates $192,500. A settlement document will follow. Application for Exempt Permits Motion by Johnson, second by Froemming, and unanimously carried to approve, with no waiting period, the LG220 Application for an Exempt Permit as submitted by the Pelican Rapids Jaycees for an event scheduled for Friday, November 30, 2012. Payment Approval Motion by Johnson, second by Lindquist, and unanimously carried to approve payment under the provision of Minnesota Statutes 609.35, in the amount of $213.00, payable to the Family Advocacy Center. Final Payment-Sheriff’s Operations Center Motion by Huebsch, second by Johnson, and unanimously carried to approve Final Payment, in the amount of $5,840.00, to Grant Mechanical for work on the geothermal system at the Sheriff’s Cperations Center. Change Order #4 - Courthouse Remodeling Motion by Johnson, second by Froemming, and unanimously carried to approve Change Order No. 4 from Comstock Construction dated 11/12/2012, for general construction at the Courthouse (project No. 1119) in the amount of $34,344.61.
