Motion was made by Bert Hovland, seconded by Hub Nordgren and car­ ried, to approve payment of $3,223.76 to the West Central Regional Development Commission for Otter Tail County's portion of the Otter Tail County Land Use study. Passe Voting: All members in favor. , A motion by Ryan, second by Martin to deny the application for special use of Bob Fritz et al and the preliminary plat plans of Whispering Springs on Long Lake, No. 56-784, RD, Sec. 12 of Elizabeth Twp. for the following reasons: over-development of lake, large public response to development and is in excess of lot density of 2^ times as normally allowed by the DNR in lot block development.
