Due to conflicts with AMC legislative meetings on the 7th & 8th
of Harch, motion was made by Andy Lindquist, seconded by Hub Nordgren
and carried, to change the March 7th county board meeting date to
March 5th.

Motion was made by Sydney Nelson, seconded by Andy Lindquist and car
ried, to change the hearing on the proposed changes and amendments
to the county's Shoreland Management Ordinance and the Subdivision
Controls Ordinance, to 1:30 p.m., Monday, March 5th, rather than
Wednesday, March 7th.
Motion was made by Hub Nordgren, seconded by Andy Lindquist and carried,
to uphold the decision of the Otter Tail County Planning Commission
and deny the request of Donald Bentrand for a conditional use permit
to install a culvert crossing on the Pelican River, reason being
the necessary permits from the DNR and Army Corps had not been
obtained.

ried, to approve an application of Yvonne E. Tweten for conditional
use permit, allowing a one unit, two bedroom resort, on East Spirit
Lake in Dora Township.

1990 at 7:00 P.M. in the Commissioners Room, Court House, Fergus Falls,
Minnesota 56537.
Mike Ackley, Leslie Estes, Cecil Femling, Frank Lachowitzer,
Reba Lee, Bert Olson, Victor Petterson Jr
Prischmann, Robert Schwartz, David Trites. Bill Kalar, Land
& Resource Management Office and Wally Senyk, County

A motion by Femling, second by Ackley to approve the Minutes of
January 3, 1990 as mailed.

Voting; All members in favor.
A motion by Ackley, second by Lee to deny the Conditional Use
Application of Donald Beltrand, et al. Pelican River, 56-PR, R &
S, Pt. G. L. 2, Section 31, Fergus Falls Township reason being
that the requested DNR & Army Corps Permits were not received;
this denial would require the applicant to reapply for this
project, therefore there would be notification to the area
property owners.

The Commission discussed he Amendment Proposal (to the Shoreland
Management Ordinance) regarding Bed & Breakfasts, no action was
taken.

A motion by Lachowitzer, second by Lee to approve the Conditional
Use Application of Yvonne Tweten. East Spirit Lake, 56-501, RD,
2.7 Ac in Pt. of G.L. 5 & Pt. of G.L. 6, Section 8, Dora Township
to approve a change in the applicant's proposal to include
allowing a one unit, 2 bedroom resort; motion also approved to
allow the changed request.

February 1990 meetlnq of the Plannlnq Commission (applicant needs
approval from the DNR and the Army Corps of Enqlneers). Gary
Neuman, aqent, represented the application; Jerry Peterson
opposed this application (a need to protect the 'natural
environment" - last year there were over 20 deer In this area
across from River Oaks); Bob Ehlert requested denial; Elwood
Johnson expressed concerns aqalnst; Vic Petterson, Sr. mentioned
that the Township requires a hearlnq and that the area residents
may at that time express concerns; Gary Auseth expressed concerns
regardlnq safety and erosion.

Use Application of Fred R. & Rose M.Kalk. West Battle Lake, (56-
239), GD, Sunset Beach Resort and Campground, Section 28, Girard
Township allowing a total of 59 units/sites as follows:

17 Nobile Homes (largest being 10' X 50')
12 Dependent Sites
23 Independent Sites
7 Existing Dwellings (cabins & residence)
with the conditions that the third tier (back of the lot) has at
least 10 mobile homes and that there not be more than one mobile
home in the first tier - the rest may be placed as applicant
desires.

A motion by Trites, second by Schwartz to amend the motion for
Fred R. & Rose M. Kalk. West Battle Lake (56-239) allowing a
maximum of 14' In width and 60' in length for the size of the
mobile homes.
