Conditional Use Permit - Otter Tail County Highway Department:
Motion by Mosher, second by Block, and unanimously carried to approve a Conditional Use
Permit to replace a deficient culvert on CH 110 over the Mustinka River with conditions as
recommended by the Planning Commission. The project is located 1,148.5 ft. East of the SW
Corner of Section 22 & 27 of Aastad Township, crossing of CH 110 and Mustinka River;
Mustinka River (56-TR).
Extension Requests
Motion by Lee, second Jay Froemming, and unanimously carried to approve an extension,
until October 15, 2003, for Conditional Use Permit No. 6061 for Thomas Bunkowski on Dora
Lake (56-503).
Motion by Lee, second by Mosher, and unanimously carried to approve an extension, until
November 21, 2003, for a Conditional Use Permit for Layman R. Milburn et al on Star Lake
(56-385).
Final Plats
Motion by Mosher, second by Block, and unanimously carried to approve the Final Plat of
Angela Berge known as “Prairie Point”, GL 3 of Section 4, Township 132, Range 42, Dane
Prairie Township on Wall Lake.
Motion by Froemming, second by Nelson, and unanimously carried to approve the Final Plat
of Richard Spanswick and Marie Spanswick known as “Spanswick Second Addition", GL 2
and 3 of Section 4, Township 133, Range 39, Girard Township, Hanson Lake (56-197).
2004 Natural Resources Block Grant
Land & Resource Director, Bill Kalar, presented the 2004 Natural Resources Block Grant
grants totaling $102,702 requiring an in-kind match of $88,267. Motion by Mosher, second
by Block, and unanimously carried to authorize the Land & Resource Director to apply for the
2004 NRBG as presented.
Snowmobile Performance Grants
Motion by Froemming, second by Nelson, and unanimously carried to authorize the
appropriate County officials’ signatures to execute the following snowmobile grant
agreements:

Bid Discussion - Pelican Rapids Transfer Station
Solid Waste Director, Mike Hanan, discussed bids received for work at the Pelican Rapids
Transfer area. The Engineer’s estimate for the project was $205,569. Two bids were
received with the lowest bid at $471,122. Motion by Lee, second by Froemming, and
unanimously carried to reject the bids received because they are significantly higher than the
engineer’s estimate.

Conditional Use Permit - Thomas Bunkowski:
Motion by Lee, second by Nelson, and unanimously carried to approve a Conditional Use
Permit to excavate on site a portion of a hill in order to prepare a building site for a 60’ x 120’
storage shed as presented. The property is described as WA NE% & Pt GL 5 lying N of Hwy
4, Section 7 of Dora Township: Dora Lake (56-503).
Conditional Use Permit - Oscar Township:
Motion by Mosher, second by Block, and unanimously carried to approve a Conditional Use
Permit to raise a portion of 120^'’ Ave because of flooding as presented. The project is
located 3/8’s of a mile south of County #10 on 120‘^ Ave (426’) in Section 33 of Oscar
Township: Unnamed Lake (56-1002).
Conditional Use Permit - Greenwood Lake Aire Villas:
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit to replace and/or remodel existing cabins as presented. Cabin #5 is owned by

Meeting of the Otter Tail County Planning Commission was held on August 20, 2003 at
6:30 P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Roll Call:
Members Present: Linda Bergerud, Rod Boyer, Frank Lachowitzer, Joe Maske, Bert
Olson, Robert Schwartz, Richard Sha, David Trites and Leona Zimmerman.
Members Absent: Les Estes.
Michelle Eldien represented the County Attorney's Office and Bill Kalar represented the
Land & Resource Management Office.
Minutes of August 13, 2003: A motion by Lachowitzer, second by Sha to approve as
presented. Voting: All Members in favor.
“LeMAR” / Gary D & Sylvia Holthusen - Tabled to September 10, 2003:
A Preliminary Plat of “LeMAR” consisting of 1 Single Family Residential Lot and 8 Non-
residential Lots, all non-reparian. The property is described as GL 3 ex Maplehurst & ex
tr 4.35 Ac & tri tr in SE cor of 25’, Section 26 of Lida Township; Lake Lida (56-747), GD.
Gary & Sylvia Holthusen and Scott Walz (Meadowland Surveying) represented the
Application.
Duane Carpenter indicated he is the proposed purchaser of the residential lot and has no
intent of putting-up a motel, etc., he stated he is concerned with the quality of the area &
the lake. Conrad Posz expressed concerns regarding tiering of cottages, indicating
Ordinances change. Carl Johnson indicated he had no objections to the proposal, &
expressed concerns with his lotline as it joins the proposed plat. Earl Strinden expressed
concerns regarding the insurance of protection of the area & the lake.
Motion: A motion by Trites, second by Boyer to table, at the Applicant's request, to
September 10, 2003 to allow the Applicant time to: 1. Make a determination regarding
the status of the road (i.e. dedicated or easement). 2. Review and relocate lot stakes
onsite for accuracy. Voting: All Members in favor.

portion of a hill in order to prepare a building site for a 60’ x 120’ storage shed. The size
of the cut area will be approximately 100’ in diameter and up to 5’ deep. We will be
moving approx. 750 cu. yds. Caution will be taken to preserve the wetland in the site
area. The size of the fill area will be approx. 90’ x 160’ with a depth of T to the south end
to 3’ to the north. The top soil will be stockpiled and used to redress the excavation site.
The excavation site will be returned to farmland. The property is described as W1/2
